SYNOPSIS AS INTRODUCED:
 
625 ILCS 5/3-699.14 new

    Amends the Illinois Vehicle Code. Provides that the Secretary of State may issue Blue Star Banner plates to residents of Illinois that have a spouse, parent, sibling, or child actively serving in the United States Armed Forces.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by adding
5Section 3-699.14 as follows:
 
6    (625 ILCS 5/3-699.14 new)
7    Sec. 3-699.14. Blue Star Banner license plates.
8    (a) In addition to any other special license plate, the
9Secretary, upon receipt of all applicable fees and applications
10made in the form prescribed by the Secretary of State, may
11issue Blue Star Banner license plates to residents of Illinois
12who have a spouse, parent, sibling, or child actively serving
13in the United States Armed Forces. The special Blue Star Banner
14plates issued under this Section shall be affixed only to
15passenger vehicles of the first division, motorcycles, and
16motor vehicles of the second division weighing not more than
178,000 pounds. Plates issued under this Section shall expire
18according to the staggered multi-year procedure established by
19Section 3-414.1 of this Code.
20    (b) The design, color, and format of the plates shall be
21wholly within the discretion of the Secretary of State. The
22Secretary may, in his or her discretion, allow the plates to be
23issued as vanity plates or personalized in accordance with

1Section 3-405.1 of this Code. The plates are not required to
2designate "Land of Lincoln", as prescribed in subsection (b) of
3Section 3-412 of this Code. The Secretary shall, in his or her
4discretion, approve and prescribe stickers or decals as
5provided under Section 3-412.
