| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives are pleased to congratulate Dr. M. Colleen | 4 | | Bingham on receiving the "2016 Rural Physician of Excellence | 5 | | Award" from the Illinois Rural Health Association; and
| 6 | | WHEREAS, One of the biggest healthcare challenges across | 7 | | our nation is the shortage of physicians who practice in rural | 8 | | settings; and | 9 | | WHEREAS, In 1990, Dr. Bingham graduated from St. Louis | 10 | | University School of Medicine and went on to complete her | 11 | | residency in Internal Medicine and Pediatrics at Indiana | 12 | | University Medical Center; and | 13 | | WHEREAS, Since 1994, Dr. Bingham has been practicing with | 14 | | Family Care Associates of Effingham, South Carolina; and | 15 | | WHEREAS, Dr. Bingham serves on the Board of the Crisis | 16 | | Nursery of Effingham County and was extremely instrumental in | 17 | | garnering the economic support and partnerships of local | 18 | | businesses and the medical community to get the Crisis Nursery | 19 | | operating; and | 20 | | WHEREAS, Recognizing their struggles, Dr. Bingham |

| 1 | | spearheaded the development TAG in 2013, a mentoring program | 2 | | for young mothers; operated by volunteers, the program meets on | 3 | | a regular basis, assisting many mothers through the
challenges | 4 | | of young parenthood; and | 5 | | WHEREAS, After seeing a pattern of developmental and | 6 | | cognitive delays in at-risk children who were not able to | 7 | | attend preschool, Dr. Bingham and her staff reached out to | 8 | | businesses, transportation companies, and the local school | 9 | | district, leading to the formation of the "Effingham Preschool | 10 | | of All", which offers transportation and preschool education at | 11 | | no cost to eligible families; and
| 12 | | WHEREAS, Dr. Bingham learned of the plight of many low | 13 | | income children in need of meals when school was not in | 14 | | session, and through her request for donations and assistance | 15 | | from the Central Illinois Public Transit, "Mission Summer Fun" | 16 | | was formed, which provides meals and activities for children | 17 | | during summer break; and
| 18 | | WHEREAS, Dr. Bingham was the lead physician in the CHIPRA | 19 | | Asthma Collaborative which resulted in improved treatment for | 20 | | children; and
| 21 | | WHEREAS, Dr. Bingham's dedication to public health and | 22 | | disease prevention is exemplified through her strong |

| 1 | | commitment to the Vaccine for Children program; and
| 2 | | WHEREAS, Through her service and dedication to the | 3 | | community, Dr. Bingham has become a phenomenal asset to the | 4 | | well-being of families in Effingham County; therefore, be it
| 5 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 6 | | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | 7 | | commend Dr. Bingham for her selfless service and for her impact | 8 | | on the improvement of rural health and congratulate her on | 9 | | receiving the "2016 Rural Physician of Excellence Award"; and | 10 | | be it further
| 11 | | RESOLVED, That a suitable copy of this resolution be | 12 | | presented to Dr. Bingham as an expression of our esteem and | 13 | | respect.
