AMENDMENT TO HOUSE RESOLUTION 559

2    AMENDMENT NO. ___. Amend House Resolution 559 by replacing
3everything after the heading with the following:
 
4    "WHEREAS, The boundaries of the 67th Representative
5District are generally in the City of Rockford extending to the
6southwest; and
 
7    WHEREAS, The 67th Representative District has a voting-age
8population of over 108,000 people of various ethnic and
9socio-economic backgrounds; and
 
10    WHEREAS, Violent crime is a serious problem in the City of
11Rockford; therefore, be it
 
12    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
13NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
14there is created the Rockford Violent Crime Task Force within

1the Illinois Department of State Police, to consist of the
2following:
3        (1) the Governor, or his or her designee;
4        (2) the Mayor of the City of Rockford, or his or her
5    designee;
6        (3) the Illinois Attorney General, or his or her
7    designee;
8        (4) a member of an association representing State's
9    Attorneys appointed by the Governor;
10        (5) a member of a Winnebago County legal association
11    appointed by the Governor;
12        (6) a member of the Winnebago County Violent Crime Task
13    Force appointed by the members of the Winnebago County
14    Violent Crime Task Force;
15        (7) two members of the Illinois House of
16    Representatives chosen by the Speaker of the Illinois House
17    of Representatives, one of whom shall serve as co-chair;
18        (8) two members of the Illinois House of
19    Representatives chosen by the Minority Leader of the
20    Illinois House of Representatives, one of whom shall serve
21    as co-chair;
22        (9) the President of the Student Government
23    Association at Rock Valley College;
24        (10) the Director of State Police, or his or her
25    designee;
26        (11) the Director of Corrections, or his or her

1    designee, who must:
2            (A) be from the Division of Parole;
3            (B) be an active field agent; and
4            (C) possess at least a master's degree in criminal
5        justice or criminology;
6        (12) a faculty member of the Sociology Department at
7    Rock Valley College appointed by the President of Rock
8    Valley College;
9        (13) a faculty member of the Criminal Justice program
10    at Rock Valley College appointed by the President of Rock
11    Valley College; and
12        (14) a representative of an organization representing
13    Rockford-area businesses appointed by the Mayor of the City
14    of Rockford; and be it further
 
15    RESOLVED, That all appointments shall be made no later than
1645 days following the adoption of this resolution; and be it
17further
 
18    RESOLVED, That the Task Force shall hold its first meeting
19no later than 90 days following the adoption of the resolution;
20and be it further
 
21    RESOLVED, That the Task Force shall study and determine the
22causes of violent crime in Rockford and nearby affected
23communities; and be it further

1    RESOLVED, That the Task Force shall study and determine the
2feasibility of deploying the Illinois State Police to Rockford
3and nearby affected communities and neighborhoods; and be it
4further
 
5    RESOLVED, That the Task Force shall review and analyze the
6Illinois State Police's headcount and minimum staffing levels,
7calls for service, annual overtime cost, and other factors that
8would be relevant to an Illinois State Police presence in the
9Rockford community; and be it further
 
10    RESOLVED, That the Task Force shall develop a comprehensive
11long-term solution to the effect of violent crime in Rockford
12and nearby affected communities; and be it further
 
13    RESOLVED, That the Task Force shall recommend a plan of
14action to substantially reduce the incidents of violent crime
15in Rockford and nearby affected communities; and be it further
 
16    RESOLVED, That the Task Force shall draft any necessary
17legislation and make any necessary recommendations for
18appropriations for the General Assembly to pass and the
19Governor to sign to place the plan of action into immediate
20effect; and be it further

1    RESOLVED, That the Task Force shall report its findings and
2recommendations and submit any and all proposed legislation to
3the Governor and General Assembly on or before December 31,
42016; and be it further
 
5    RESOLVED, That the members of the Task Force shall serve
6without compensation; and be it further
 
7    RESOLVED, That the Illinois Department of State Police
8shall provide administrative and other support to the Task
9Force; and be it further
 
10    RESOLVED, That a copy of this resolution be presented to
11the Speaker of the Illinois House of Representatives, the
12Minority Leader of the Illinois House of Representatives, the
13Governor of the State of Illinois, and the Director of State
14Police.".
