AMENDMENT TO HOUSE JOINT RESOLUTION 77

2    AMENDMENT NO. ___. Amend House Joint Resolution 77 by
3replacing everything after the heading with the following:
 
4    "WHEREAS, The citizens of Illinois have agreed that there
5is an immediate need for an improved and sustainable health
6care system; and
 
7    WHEREAS, The Illinois General Assembly strives to promote a
8healthy community through partnerships and collaboration with
9all health care entities within the State; and
 
10    WHEREAS, Innovation in health care delivery is essential in
11improving health and decreasing costs; and
 
12    WHEREAS, Many examples exist in other states of Mobile
13Integrated Healthcare or Community Paramedicine programs; and

1    WHEREAS, These programs have demonstrated a significant
2change in health care delivery, using nontraditional roles,
3improving patient outcomes and decreasing health care costs,
4each to individual citizens, Medicare and Medicaid; and
 
5    WHEREAS, There is an immediate opportunity to incorporate
6these types of programs in Illinois in order to help the people
7of our State achieve healthier lives while recognizing these
8decreased costs; therefore, be it
 
9    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
10NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
11SENATE CONCURRING HEREIN, that there is created the Mobile
12Integrated Healthcare Task Force to identify and recommend ways
13that the State of Illinois can incorporate changes in our
14health care delivery system in order to increase the
15collaboration and utilization of our current health care
16workers while decreasing the associated costs; and be it
17further
 
18    RESOLVED, That the Task Force shall consist of the
19following members: one member appointed by the Speaker of the
20House of Representatives, who shall serve as a Co-Chairperson
21of the Task Force; one member representing Illinois fire
22chiefs, appointed by the Speaker of the House of
23Representatives; one member representing Illinois professional

1firefighters, appointed by the Speaker of the House of
2Representatives; one member presenting Illinois fire
3protection districts, appointed by the Speaker of the House of
4Representatives; one member appointed by the Minority Leader of
5the House of Representatives; one member representing
6providers of ambulance services in Illinois, appointed by the
7Minority Leader of the House of Representatives; one member
8appointed by the President of the Senate, who shall serve as a
9Co-Chairperson of the Task Force; one member representing
10Illinois volunteer firefighters, appointed by the President of
11the Senate; one member representing Chicago firefighters,
12appointed by the President of the Senate; one member
13representing Illinois Emergency Medical Service workers,
14appointed by the President of the Senate; one member appointed
15by the Minority Leader of the Senate; one member representing
16Illinois hospitals, appointed by the Minority Leader of the
17Senate; one member representing the Illinois Department of
18Public Health, appointed by the Director of Public Health; one
19member representing Illinois nurses, appointed by the Director
20of Public Health; one member representing Illinois emergency
21physicians, appointed by the Director of Public Health; and one
22member representing physicians licensed to practice medicine
23in all its branches in Illinois, appointed by the Director of
24Public Health; and be it further
 
25    RESOLVED, That all appointments to the Task Force shall be

1made within 60 days after the adoption of this resolution;
2vacancies in the Task Force shall be filled by their respective
3appointing authorities within 30 days after the vacancy occurs;
4and be it further
 
5    RESOLVED, That the Task Force members shall serve without
6compensation; and be it further
 
7    RESOLVED, That the Task Force shall receive the cooperation
8of any State agencies it deems appropriate to assist the Task
9Force in carrying out its duties; and be it further
 
10    RESOLVED, That the members of the Task Force shall be
11considered members with voting rights; a quorum of the Task
12Force shall consist of a majority of the members of the Task
13Force; and be it further
 
14    RESOLVED, That the Task Force shall meet initially at the
15call of the Co-Chairpersons, no later than 90 days after the
16adoption of this resolution, and shall thereafter meet at the
17call of the Co-Chairpersons; and be it further
 
18    RESOLVED, That the Department of Public Health shall
19provide administrative and other support to the Task Force; and
20be it further

1    RESOLVED, That the Task Force shall research, analyze, and
2consider:
3        (1) the benefits of a Mobile Integrated Healthcare
4System within the State of Illinois through a redefined role of
5our healthcare providers with special attention given towards
6the expanded use of Emergency Medical Services;
7        (2) actions of other states as they pertain to
8instituting Mobile Integrated Healthcare;
9        (3) opportunities for grant funding of such services;
10and
11        (4) reimbursement models needed to sustain an
12expansion or change of services; and be it further
 
13    RESOLVED, That the Task Force shall present its findings
14and recommendations to the General Assembly in a report to the
15General Assembly on or before January 1, 2016.".
