1    AN ACT concerning elections.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Election Code is amended by adding Sections
54-8.5, 5-8.5, and 6-35.5 as follows:
 
6    (10 ILCS 5/4-8.5 new)
7    Sec. 4-8.5. Deputy registrar eligibility;
8pre-registration. Unless otherwise provided by law, an
9individual that is 17 years old or older who is registered to
10vote in this State shall be eligible to serve as a deputy
11registrar. Notwithstanding any other provision of law to the
12contrary, an individual who will be 18 years of age or older at
13the next general election may sign and circulate candidate
14petitions and may pre-register to vote, and shall be deemed
15competent to execute and attest to any voter registration
16forms, with the registration held in abeyance by the
17appropriate election authority until such time as that
18individual attains the required age to vote.

12pre-registration. Unless otherwise provided by law, an
13individual that is 17 years old or older who is registered to
14vote in this State shall be eligible to serve as a deputy
15registrar. Notwithstanding any other provision of law to the
16contrary, an individual who will be 18 years of age or older at
17the next general election may sign and circulate candidate
18petitions and may pre-register to vote, and shall be deemed
19competent to execute and attest to any voter registration
20forms, with the registration held in abeyance by the
21appropriate election authority until such time as that
22individual attains the required age to vote.
 
23    Section 10. The Township Code is amended by adding Section
2445-65 as follows:

1    (60 ILCS 1/45-65 new)
2    Sec. 45-65. Voting age. Notwithstanding any other
3provision of law, a person who is 17 years old on the date of a
4caucus or primary election and who is otherwise qualified to
5vote is qualified to vote at that caucus or primary, including
6voting a vote by mail, grace period, or early voting ballot
7with respect to that primary, if that person will be 18 years
8old on the date of the corresponding election.
9    References in this Article and elsewhere to the requirement
10that a person must be 18 years old to vote shall be interpreted
11in accordance with this Section.
12    For the purposes of this Article, an individual who is 17
13years of age and who will be 18 years of age on the date of the
14general election shall be deemed competent to execute and
15attest to any voter registration forms.
 
16    Section 99. Effective date. This Act takes effect upon
17becoming law.
