SYNOPSIS AS INTRODUCED:
 
10 ILCS 5/5-8.5 new
60 ILCS 1/45-65 new

    Amends the Election Code. Provides that an individual who will be 18 years of age or older at the next general election may sign and circulate candidate petitions and register to vote, and shall be deemed competent to execute and attest to any voter registration forms, with the registration held in abeyance by the appropriate election authority until such time as that individual attains the required age to vote. Provides that an individual that is 17 years old or older who is registered to vote in this State shall be eligible to serve as a deputy registrar. Amends the Township Code. Provides that a person who is 17 years old on the date of a caucus or primary election and who is otherwise qualified to vote is qualified to vote at that caucus or primary, including voting a vote by mail, grace period, or early voting ballot with respect to that primary, if that person will be 18 years old on the date of the corresponding election. Effective immediately.

1    AN ACT concerning elections.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Election Code is amended by adding Section
55-8.5 as follows:
 
6    (10 ILCS 5/5-8.5 new)
7    Sec. 5-8.5. Deputy registrar eligibility;
8pre-registration. Unless otherwise provided by law, an
9individual that is 17 years old or older who is registered to
10vote in this State shall be eligible to serve as a deputy
11registrar. Notwithstanding any other provision of law to the
12contrary, an individual who will be 18 years of age or older at
13the next general election may sign and circulate candidate
14petitions and may register to vote, and shall be deemed
15competent to execute and attest to any voter registration
16forms, with the registration held in abeyance by the
17appropriate election authority until such time as that
18individual attains the required age to vote.
 
19    Section 10. The Township Code is amended by adding Section
2045-65 as follows:

1    Sec. 45-65. Voting age. Notwithstanding any other
2provision of law, a person who is 17 years old on the date of a
3caucus or primary election and who is otherwise qualified to
4vote is qualified to vote at that caucus or primary, including
5voting a vote by mail, grace period, or early voting ballot
6with respect to that primary, if that person will be 18 years
7old on the date of the corresponding election.
8    References in this Article and elsewhere to the requirement
9that a person must be 18 years old to vote shall be interpreted
10in accordance with this Section.
11    For the purposes of this Article, an individual who is 17
12years of age and who will be 18 years of age on the date of the
13general election shall be deemed competent to execute and
14attest to any voter registration forms.
 
15    Section 99. Effective date. This Act takes effect upon
16becoming law.
