SYNOPSIS AS INTRODUCED:
 
55 ILCS 5/Div. 4-14 heading new
55 ILCS 5/4-14001 new
65 ILCS 5/10-4-13 new
820 ILCS 115/4.5 new

    Amends the Counties Code. Provides that after the effective date of this amendatory Act and notwithstanding any other provision of law, employees of a county or municipality, including employees subject to collective bargaining agreements, may not carry over or transfer any more than 5 vacation days, 5 personal days, and 5 sick days accrued in one calendar to the next calendar year. Amends the Illinois Municipal Code and the Illinois Wage Payment and Collection Act with the same changes. Effective immediately.

1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Counties Code is amended by adding Division
54-14 as follows:
 
6    (55 ILCS 5/Div. 4-14 heading new)

10    Sec. 4-14001. Vacation, personal, and sick day carry-over.
11After the effective date of this amendatory Act of the 99th
12General Assembly and notwithstanding any other provision of
13law, employees of a county, including employees subject to
14collective bargaining agreements, may not carry over or
15transfer any more than 5 vacation days, 5 personal days, and 5
16sick days accrued in one calendar to the next calendar year.
 
17    Section 10. The Illinois Municipal Code is amended by
18adding Section 10-4-13 as follows:

10    Sec. 4.5. Vacation, personal, and sick day carry-over of
11county and municipal employees. After the effective date of
12this amendatory Act of the 99th General Assembly and
13notwithstanding any other provision of law, employees of a
14county or municipality, including employees subject to
15collective bargaining agreements, may not carry over or
16transfer any more than 5 vacation days, 5 personal days, and 5
17sick days accrued in one calendar to the next calendar year.
 
18    Section 99. Effective date. This Act takes effect upon
19becoming law.
