SYNOPSIS AS INTRODUCED:

30 ILCS 595/35 new

Amends the Local Food, Farms, and Jobs Act. Provides that the Department of Agriculture shall create and maintain 2 public directories for the purpose of facilitating the purchase of local farm or food products. Provides that the Farmers' Public Directory shall include information necessary for farmers to identify and contact purchasing agents. Provides that the Purchasers' Public Directory shall include information necessary for purchasers to identify and contact qualified farmers and distributors. Authorizes the Department to adopt rules necessary to implement this program.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Local Food, Farms, and Jobs Act is amended by adding Section 35 as follows:

(30 ILCS 595/35 new)

Sec. 35. Public Directories. The Department of Agriculture shall create and maintain 2 public directories for the purpose of facilitating the purchase of local farm or food products. The directories shall be developed and maintained jointly with the Local Food, Farms, and Jobs Council. The directories shall be as follow:

(a)Farmers' Public Directory. The Farmers' Public Directory shall include, at a minimum, information necessary for farmers to identify and contact purchasing agents at:

(1) State agencies;

(2) Public colleges; and

(3) State universities.

(b)Purchasers' Public Directory. The Purchasers' Public Directory shall include, at a minimum, information necessary for purchasers to identify and contact qualified farmers and distributors of local farm or food products. The Department shall adopt rules necessary to implement this Section. The Department shall solicit federal and State funding for the purpose of implementing this program, and this program is subject to appropriations. The requirement of the Department to establish, and make available on its website, this database shall become effective once the Department has secured all of the additional federal or State funding necessary to implement this program.
