1 | | monitor, review, and report on contracting and employment |
2 | | matters related to the planning, organization, and |
3 | | construction of the High Speed Rail Project. The Commission |
4 | | shall monitor the public transparency of all matters concerning |
5 | | the High Speed Rail Project. |
6 | | The Commission shall consist of 9 members who are residents |
7 | | of the City of Springfield, who shall be appointed, within 90 |
8 | | days of the effective date of this Act, as follows: |
9 | | (1) Two members appointed by the President of the |
10 | | Senate, one of whom shall serve as a Co-Chairperson of the |
11 | | Commission. |
12 | | (2) Two members appointed by the Speaker of the House |
13 | | of Representatives, one of whom shall serve as a |
14 | | Co-Chairperson of the Commission. |
15 | | (3) One member appointed by the Minority Leader of the |
16 | | Senate. |
17 | | (4) One member appointed by the Minority Leader of the |
18 | | House of Representatives. |
19 | | (5) One member appointed by the Mayor of the City of |
20 | | Springfield and approved by the Springfield city council. |
21 | | (6) One member appointed by the Governor representing |
22 | | the Department. |
23 | | (7) The independent ombudsman for the 10th Street Rail |
24 | | Corridor. |
25 | | Section 15. Commission meetings; authority; reporting. The |

1 | | Commission shall meet quarterly. The Commission shall have the |
2 | | authority to convene City, County, and Department officials to |
3 | | ensure transparency and compliance with federal, State, and |
4 | | local employment and contracting goals. |
5 | | On January 1, 2016, and on the first of each quarter |
6 | | thereafter until the completion of the High Speed Rail Project, |
7 | | the Commission shall issue a written report to the Governor, |
8 | | President of the Senate, Speaker of the House of |
9 | | Representatives, Minority Leader of the Senate, Minority |
10 | | Leader of the House of Representatives, Mayor of Springfield, |
11 | | Springfield City Council, Sangamon County Board, and the |
12 | | Department describing in detail the Project's compliance with |
13 | | federal, State, and local minority employment and contracting |
14 | | goals. |
15 | | Section 20. Applicability. If the implementation of any of |
16 | | the provisions of this Act would negatively affect the receipt |
17 | | of federal funding, then those provisions shall not apply.

18 | | Section 99. Effective date. This Act takes effect upon |
19 | | becoming law.".
