SYNOPSIS AS INTRODUCED:
 

 
225 ILCS 410/3-9 new

     Amends the Barber, Cosmetology, Esthetics, Hair Braiding, and Nail Technology Act of 1985. Provides that a person not licensed as a cosmetologist or an esthetician under the Act may become certified as an eyelash technician upon application to the Department of Professional and Financial Regulation, completion of an eyelash extension application training program, and payment of the required fee. Provides that the eyelash extension application training program must include at least 320 hours of classroom instruction and practical experience and include instruction in recognizing infectious or contagious diseases of the eye and allergic reactions to materials, proper sanitation practices, occupational health and safety practices, eyelash extension application procedures, and eyelash extension isolation and separation procedures. Provides that an instructor at an eyelash extension application training program must be a licensed cosmetology teacher or cosmetology clinic teacher. Provides that the Department of Financial and Professional Responsibility shall adopt rules regarding eyelash extension application training programs and may establish or designate approved training programs.

1    AN ACT concerning regulation.
  
 
2    Be it enacted by the People of the State of Illinois,
 
3represented in the General Assembly:
  
 
 
4    Section 5. The Barber, Cosmetology, Esthetics, Hair 
5Braiding, and Nail
Technology Act of 1985 is amended  by adding 
6Section 3-9 as follows:
 
7    (225 ILCS 410/3-9 new)
8    Sec. 3-9. Certification as eyelash technician; eyelash 
9extension application training program.
10    (a) Notwithstanding any other provision of this Act, a 
11person who is not licensed as a cosmetologist or an esthetician 
12may apply eyelashes to a person provided he or she is certified 
13as an eyelash technician. A person may become certified as an 
14eyelash technician upon application to the Department, 
15completion of an eyelash extension application training 
16program, and payment of the required fee. The eyelash extension 
17application training program must include at least 320 hours of 
18classroom instruction and practical experience, including at 
19least 8 hours of theoretical instruction, and include 
20instruction in the following areas:
21        (1) recognizing infectious or contagious diseases of 
22    the eye and allergic reactions to materials;
23        (2) proper sanitation practices;

1        (3) occupational health and safety practices;
2        (4) eyelash extension application procedures; and
3        (5) eyelash extension isolation and separation 
4    procedures.
5    (b) An instructor at an eyelash extension application 
6training program must be licensed as cosmetology teacher or 
7cosmetology clinic teacher under Section 3-4 of this Act.
8    (c) The Department shall adopt rules regarding eyelash 
9extension application training programs and may establish or 
10designate approved training programs.
