SYNOPSIS AS INTRODUCED:
 
110 ILCS 947/65.90 new

    Amends the Higher Education Student Assistance Act. Requires the Illinois Student Assistance Commission to receive and consider applications for grant assistance from persons enrolled or accepted for enrollment in a medical assistant program at an institution of higher learning that will lead to certification to work as a medical assistant in the Roseland Community Medical District. Sets forth provisions concerning the selection of recipients, the amount of a grant, applications for grant assistance, administration, and rulemaking.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Higher Education Student Assistance Act is
5amended by adding Section 65.90 as follows:
 
6    (110 ILCS 947/65.90 new)
7    Sec. 65.90. Medical assistance grants.
8    (a) Beginning with the 2016-2017 academic year, the
9Commission shall, each year, receive and consider applications
10for grant assistance under this Section. An applicant is
11eligible for a grant under this Section if the Commission finds
12that the applicant meets all of the following qualifications:
13        (1) He or she is a United States citizen or eligible
14    noncitizen.
15        (2) He or she is enrolled or accepted for enrollment in
16    a medical assistant program at an institution that will
17    lead to certification to work as a medical assistant in the
18    Roseland Community Medical District.
19    (b) Recipients shall be selected from among applicants
20qualified pursuant to subsection (a) of this Section based on
21financial need, as determined by the Commission. Preference may
22be given to previous recipients of assistance under this
23Section, provided they continue to maintain eligibility and

1maintain satisfactory academic progress, as determined by the
2institution at which they enroll.
3    (c) Each grant awarded under this Section shall be in an
4amount sufficient to pay the tuition and fees of the
5institution at which the recipient is enrolled.
6    (d) The total amount of grant assistance awarded by the
7Commission under this Section to an individual in any given
8fiscal year, when added to other financial assistance awarded
9to that individual for that year, shall not exceed the cost of
10attendance at the institution at which the student is enrolled.
11    (e) All applications for grant assistance to be awarded
12under this Section shall be made to the Commission in a form as
13set forth by the Commission. The form of application and the
14information required to be set forth in the application shall
15be determined by the Commission, and the Commission shall
16require eligible applicants to submit with their applications
17such supporting documents as the Commission deems necessary.
18    (f) Subject to a separate appropriation made for such
19purposes, payment of any grants awarded under this Section
20shall be determined by the Commission. All grant funds
21distributed in accordance with this Section shall be paid to
22the institution on behalf of the recipients. Grant funds are
23applicable toward 2 semesters of enrollment within an academic
24year.
25    (g) The Commission shall administer the grant program
26established by this Section and shall make all necessary and

1proper rules not inconsistent with this Section for its
2effective implementation.
