1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The College and Career Success for All Students
5Act is amended by adding Section 30 as follows:
 
6    (105 ILCS 302/30 new)
7    Sec. 30. Examination; postsecondary-level course credit.
8    (a) In this Section, "institution of higher education"
9means a public university or public community college located
10in this State.
11    (b) Beginning with the 2016-2017 academic year, scores of
123, 4, and 5 on the College Board Advanced Placement
13examinations shall be accepted for credit to satisfy degree
14requirements by all institutions of higher education. Each
15institution of higher education shall determine for each test
16whether credit will be granted for electives, general education
17requirements, or major requirements and the Advanced Placement
18scores required to grant credit for those purposes.
19    (c) By the conclusion of the 2019-2020 academic year, the
20Board of Higher Education, in cooperation with the Illinois
21Community College Board, shall analyze the Advanced Placement
22examination score course granting policy of each institution of
23higher education and the research used by each institution in

1determining the level of credit and the number of credits
2provided for the Advanced Placement scores in accordance with
3the requirements of this Section and file a report that
4includes findings and recommendations to the General Assembly
5and the Governor. Each institution of higher education shall
6provide the Board of Higher Education and the Illinois
7Community College Board with all necessary data, in accordance
8with the federal Family Educational Rights and Privacy Act of
91974, to conduct the analysis.
10    (d) Each institution of higher education shall publish its
11updated Advanced Placement examination score course granting
12policy in accordance with the requirements of this Section on
13its Internet website before the beginning of the 2016-2017
14academic year.
 
15    Section 99. Effective date. This Act takes effect upon
16becoming law.
