SYNOPSIS AS INTRODUCED:
 
305 ILCS 5/12-4.7f new

    Amends the Illinois Public Aid Code. Provides that for the purpose of enabling the Department of Human Services to cross-reference its roster of public aid recipients with the Department of Public Health's electronic reporting system for death registrations established under the Vital Records Act, the Department of Human Services and the Department of Public Health shall enter into an agreement granting the Department of Human Services access to the Department of Public Health's electronic reporting system for death registrations. Provides that public aid recipients who are found to have a death record in the Department of Public Health's electronic reporting system for death registrations shall be subject to an immediate suspension of their public aid benefits, including the immediate deactivation of their LINK card provided under the federal Supplemental Nutrition Assistance Program (SNAP). Effective immediately.

1    AN ACT concerning public aid.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Public Aid Code is amended by
5adding Section 12-4.7f as follows:
 
6    (305 ILCS 5/12-4.7f new)
7    Sec. 12-4.7f. Access to death records information. For the
8purpose of enabling the Department of Human Services to
9cross-reference its roster of public aid recipients with the
10Department of Public Health's electronic reporting system for
11death registrations established under Section 18.5 of the Vital
12Records Act, the Department of Human Services and the
13Department of Public Health shall enter into an agreement
14granting the Department of Human Services access to the
15Department of Public Health's electronic reporting system for
16death registrations. Public aid recipients who are found to
17have a death record in the Department of Public Health's
18electronic reporting system for death registrations shall be
19subject to an immediate suspension of their public aid
20benefits, including the immediate deactivation of their LINK
21card provided under the federal Supplemental Nutrition
22Assistance Program (SNAP). As used in this Section, "Link card"
23means the electronic benefits transfer card issued by the

1Department of Human Services for the purpose of enabling a user
2of the card to obtain Supplemental Nutrition Assistance Program
3(SNAP) benefits or cash.
 
4    Section 99. Effective date. This Act takes effect upon
5becoming law.
