SYNOPSIS AS INTRODUCED:

305 ILCS 5/12-4.7f new

Amends the Illinois Public Aid Code. Provides that for the purpose of enabling the Department of Human Services to cross-reference its roster of public aid recipients with the Department of Public Health's electronic reporting system for death registrations established under the Vital Records Act, the Department of Human Services and the Department of Public Health shall enter into an agreement granting the Department of Human Services access to the Department of Public Health's electronic reporting system for death registrations. Provides that public aid recipients who are found to have a death record in the Department of Public Health's electronic reporting system for death registrations shall be subject to an immediate suspension of their public aid benefits, including the immediate deactivation of their LINK card provided under the federal Supplemental Nutrition Assistance Program (SNAP). Effective immediately.

AN ACT concerning public aid.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Illinois Public Aid Code is amended by adding Section 12-4.7f as follows:

Sec. 12-4.7f. Access to death records information. For the purpose of enabling the Department of Human Services to cross-reference its roster of public aid recipients with the Department of Public Health's electronic reporting system for death registrations established under Section 18.5 of the Vital Records Act, the Department of Human Services and the Department of Public Health shall enter into an agreement granting the Department of Human Services access to the Department of Public Health's electronic reporting system for death registrations. Public aid recipients who are found to have a death record in the Department of Public Health's electronic reporting system for death registrations shall be subject to an immediate suspension of their public aid benefits, including the immediate deactivation of their LINK card provided under the federal Supplemental Nutrition Assistance Program (SNAP). As used in this Section, "Link card" means the electronic benefits transfer card issued by the Department of Human Services for the purpose of enabling a user of the card to obtain Supplemental Nutrition Assistance Program (SNAP) benefits or cash.

Section 99. Effective date. This Act takes effect upon becoming law.
