AMENDMENT TO HOUSE BILL 2822

2    AMENDMENT NO. ______. Amend House Bill 2822 by replacing
3everything after the enacting clause with the following:
 
4    "Section 1. Short title. This Act may be cited as the Human
5Trafficking Task Force Act.
 
6    Section 5. Human Trafficking Task Force created. There is
7created the Human Trafficking Task Force to address the growing
8problem of human trafficking across this State. The Human
9Trafficking Task Force shall consist of the following persons:
10        (1) three members of the House of Representatives,
11    appointed by the Speaker of the House of Representatives;
12        (2) three members of the House of Representatives,
13    appointed by the Minority Leader of the House of
14    Representatives;
15        (3) three members of the Senate, appointed by the
16    President of the Senate;

1        (4) three members of the Senate, appointed by the
2    Minority Leader of the Senate;
3        (5) one representative of the Chicago Regional Human
4    Trafficking Task Force, appointed by the Governor; and
5        (6) the Director of the Department of State Police, or
6    his or her designee.
7    Members of the Human Trafficking Task Force shall serve
8without compensation.
 
9    Section 10. Administrative support. The Department of
10Children and Family Services shall provide administrative and
11other support to the Human Trafficking Task Force.
 
12    Section 15. Duties of Human Trafficking Task Force. The
13Human Trafficking Task Force shall conduct a study on the human
14trafficking problem in this State and shall hold hearings in
15furtherance of:
16        (1) developing a State plan to address human
17    trafficking;
18        (2) implementing a system for the sharing of human
19    trafficking data between government agencies in a manner
20    that ensures that the privacy of victims of human
21    trafficking is protected and that data collection respects
22    the privacy of victims of human trafficking;
23        (3) establishing policies to enable State government
24    to work with nongovernmental organizations and other

1    elements of the private sector to prevent human trafficking
2    and provide assistance to victims of human trafficking who
3    are United States citizens or foreign nationals;
4        (4) evaluating various approaches used by state and
5    local governments to increase public awareness of human
6    trafficking, including trafficking of United States
7    citizens and foreign national victims;
8        (5) developing methods for protecting the rights of
9    victims of human trafficking, taking into account the need
10    to consider the human rights and special needs of women and
11    minors;
12        (6) evaluating the necessity of treating victims of
13    human trafficking as crime victims rather than criminals;
14    and
15        (7) developing methods for promoting the safety of
16    victims of human trafficking.
 
17    Section 20. Report. On or before June 30, 2017, the Human
18Trafficking Task Force shall report its findings and
19recommendations to the General Assembly, by filing copies of
20its report as provided in Section 3.1 of the General Assembly
21Organization Act, and to the Governor.
 
22    Section 25. Task force abolished; Act repealed. The Human
23Trafficking Task Force is abolished and this Act is repealed on
24July 1, 2017.

1    Section 99. Effective date. This Act takes effect upon
2becoming law.".
