SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Human Trafficking Task Force Act. Provides requirements regarding the composition and duties of the task force. Provides that the task force shall provide a report containing specified information to the General Assembly and Governor no later than June 30, 2016. Abolishes the task force and repeals the Act on July 1, 2016. Effective immediately.

1    AN ACT concerning human trafficking.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the Human
5Trafficking Task Force Act.
 
6    Section 5. Human Trafficking Task Force created. There is
7created the Human Trafficking Task Force to address the growing
8problem of human trafficking across this State. The Human
9Trafficking Task Force shall consist of the following persons:
10        1. three members of the House of Representatives,
11    appointed by the Speaker of the House of Representatives;
12        2. three members of the House of Representatives,
13    appointed by the Minority Leader of the House of
14    Representatives;
15        3. three members of the Senate, appointed by the
16    President of the Senate;
17        4. three members of the Senate, appointed by the
18    Minority Leader of the Senate;
19        5. one representative of the Chicago Regional Human
20    Trafficking Task Force, appointed by the Governor;
21        6. one representative of the Chicago Coalition on
22    Homelessness, appointed by the Governor;
23        7. one representative of the American Professional

1    Society on the Abuse of Children, appointed by the
2    Governor.
3    Members of the Human Trafficking Task Force shall serve
4without compensation.
 
5    Section 10. Administrative support. The Department of
6Human Services shall provide administrative and other support
7to the Human Trafficking Task Force.
 
8    Section 15. Duties of Human Trafficking Task Force. The
9Human Trafficking Task Force shall conduct a study on the human
10trafficking problem in this State and shall:
11        (1) develop a State plan to address human trafficking;
12        (2) implement a system for the sharing of human
13    trafficking data between government agencies in a manner
14    that ensures that the privacy of victims of human
15    trafficking is protected and that data collection respects
16    the privacy of victims of human trafficking;
17        (3) implement an information system between agencies
18    to detect individuals and groups engaged in human
19    trafficking;
20        (4) establish policies to enable State government to
21    work with nongovernmental organizations and other elements
22    of the private sector to prevent human trafficking and
23    provide assistance to victims of human trafficking who are
24    United States citizens or foreign nationals;

1        (5) evaluate various approaches used by state and local
2    governments to increase public awareness of human
3    trafficking, including trafficking of United States
4    citizens and foreign national victims;
5        (6) develop a curriculum and training program for law
6    enforcement agencies, prosecutors, public defenders,
7    judges, and others involved in the criminal and juvenile
8    justice systems on:
9            (A) methods used in identifying victims of human
10        trafficking who are United States citizens or foreign
11        nationals, including preliminary interview techniques
12        and appropriate questioning methods;
13            (B) methods for prosecuting human traffickers;
14            (C) methods of increasing effective collaboration
15        with nongovernmental organizations and other relevant
16        social service organizations in the course of
17        investigating and prosecuting a human trafficking
18        case;
19            (D) methods for protecting the rights of victims of
20        human trafficking, taking into account the need to
21        consider the human rights and special needs of women
22        and minors;
23            (E) the necessity of treating victims of human
24        trafficking as crime victims rather than criminals;
25        and
26            (F) methods for promoting the safety of victims of

1        human trafficking.
 
2    Section 20. Report. On or before June 30, 2016, the Human
3Trafficking Task Force shall report its findings and
4recommendations to the General Assembly, by filing copies of
5its report as provided in Section 3.1 of the General Assembly
6Organization Act, and to the Governor.
 
7    Section 25. Task force abolished; Act repealed. The Human
8Trafficking Task Force is abolished and this Act is repealed on
9July 1, 2016.
 
10    Section 99. Effective date. This Act takes effect upon
11becoming law.
