| 3 | | WHEREAS, The earliest American settlements in Illinois | 4 | | were located in the American Bottoms in present day St. Clair, | 5 | | Monroe, and Randolph counties; and
| 6 | | WHEREAS, Transportation and communication was facilitated | 7 | | by the Mississippi, Ohio, and Kaskaskia rivers, but improvement | 8 | | in land transportation was fundamental for Illinois to develop; | 9 | | and
| 10 | | WHEREAS, Old Native American trails, originally buffalo | 11 | | traces and deer paths, were used by trappers and settlers | 12 | | during the earliest periods of exploration; and
| 13 | | WHEREAS, The first mention of the Kaskaskia-Cahokia Trail | 14 | | was by French trappers in 1725, making it the oldest road in | 15 | | the State of Illinois; and
| 16 | | WHEREAS, In the early days of the Republic, the | 17 | | Kaskaskia-Cahokia Trail linked locations such as the Cahokia | 18 | | Courthouse, Holy Family Church, the Jarrot Mansion, Piggot's | 19 | | Fort, Whiteside Station, Bellefontaine House, Fort de | 20 | | Chartres, the Pierre Menard Home, Fort Kaskaskia, Immaculate | 21 | | Conception Church, and the Liberty Bell of the West in the |

| 1 | | Village of Kaskaskia (the first Illinois State Capital) - many | 2 | | of which are maintained today by the Illinois Historic | 3 | | Preservation Agency as historic sites of State and even federal | 4 | | significance; and
| 5 | | WHEREAS, In 1917, the St. Clair-Monroe County Good Roads | 6 | | League decided that the Kaskaskia-Cahokia Trail should be | 7 | | marked with signs depicting a representational Native American | 8 | | head with the words "Kaskaskia Trail", but these signs were | 9 | | never installed; and
| 10 | | WHEREAS, The 1917 edition of the official State highway map | 11 | | designated the Kaskaskia-Cahokia Trail, but that designation | 12 | | was left off editions published after 1922; and
| 13 | | WHEREAS, Nearly a century later in 2000, Landmarks Illinois | 14 | | cited the Kaskaskia-Cahokia Trail as one of the "Ten Most | 15 | | Historic Places in Illinois" and called for a concerted effort | 16 | | to identify and designate the route before all traces would be | 17 | | lost; and | 18 | | WHEREAS, Today, community leaders from Monroe, Randolph, | 19 | | and St. Clair counties have formed a coalition to identify, | 20 | | designate, and promote the Kaskaskia-Cahokia Trail; and
| 21 | | WHEREAS, In 2013, this cooperative effort won statewide |

| 1 | | recognition from Landmarks Illinois and endorsement from local | 2 | | cities, villages, and counties; and | 3 | | WHEREAS, Designation by the State of the Kaskaskia-Cahokia | 4 | | Trail as a Scenic and Historic Route will preserve a key | 5 | | element of the State's history and provide opportunities to | 6 | | promote heritage tourism; therefore, be it
| 7 | | RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL | 8 | | ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES | 9 | | CONCURRING HEREIN, that the Kaskaskia-Cahokia Trail Scenic and | 10 | | Historic Route is designated as follows:
| 11 | | (1) from the Cahokia Courthouse south on Elm Street to West | 12 | | 2nd Street in Cahokia; | 13 | | (2) along West 2nd Street to Water Street; | 14 | | (3) along Water Street to North Main Street in Dupo; | 15 | | (4) along North Main Street to South Main Street; | 16 | | (5) along South Main Street to Old State Route 3 into | 17 | | Monroe County; | 18 | | (6) along Old State Route 3 to Ghent Road in Columbia; | 19 | | (7) along Ghent Road to North Main Street; | 20 | | (8) along South Main Street to Illinois State Route 3; | 21 | | (9) along Illinois State Route 3 to North Market Street in | 22 | | Waterloo; | 23 | | (10) along North Market Street to Columbia Avenue; | 24 | | (11) along Columbia Avenue to North Main Street; |

| 1 | | respective portions of the route, consistent with State and | 2 | | federal regulations, plaques or signs giving notice of the | 3 | | designation; and be it further | 4 | | RESOLVED, That the Illinois Historic Preservation Agency | 5 | | and the Illinois Office of Tourism are requested to post the | 6 | | Kaskaskia-Cahokia Trail Scenic and Historic Route's location | 7 | | on their Agency websites; the Illinois Office of Tourism is | 8 | | further requested to produce and distribute brochures and other | 9 | | related materials that will make the route known to the public; | 10 | | and be it further | 11 | | RESOLVED, That suitable copies of this resolution be | 12 | | delivered to the Illinois Secretary of Transportation, the | 13 | | Illinois Historic Preservation Agency, the Illinois Office of | 14 | | Tourism, and each of the local governments having jurisdiction | 15 | | over any portion of the route.
