SYNOPSIS AS INTRODUCED:
 
625 ILCS 5/3-701  from Ch. 95 1/2, par. 3-701

    Amends the Illinois Vehicle Code. Provides that dealer plates issued by another state shall exempt a vehicle from the registration requirements of the Illinois Vehicle Code for the limited purpose of transport to a repair facility within this State as evidenced by a work order or contract with the repair facility that is displayed to a law enforcement officer upon request.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by changing
5Section 3-701 as follows:
 
6    (625 ILCS 5/3-701)  (from Ch. 95 1/2, par. 3-701)
7    Sec. 3-701. Operation of vehicles without evidence of
8registration - Operation under mileage plates when odometer
9broken or disconnected. No person shall operate, nor shall an
10owner knowingly permit to be operated, upon any highway unless
11there shall be attached thereto and displayed thereon when and
12as required by law, proper evidence of registration in
13Illinois, as follows:
14        (1) A vehicle required to be registered in Illinois. A
15    current and valid Illinois registration sticker or
16    stickers and plate or plates, or an Illinois temporary
17    registration permit, or a drive-away or in-transit permit,
18    issued therefor by the Secretary of State; or
19        (2) A vehicle eligible for Reciprocity. A current and
20    valid reciprocal foreign registration plate or plates
21    properly issued to such vehicle or a temporary registration
22    issued therefor, by the reciprocal State, and, in addition,
23    when required by the Secretary, a current and valid

1    Illinois Reciprocity Permit or Prorate Decal issued
2    therefor by the Secretary of State; or except as otherwise
3    expressly provided for in this Chapter.
4        (3) A vehicle commuting for repairs in Illinois. A
5    dealer plate issued by a foreign state shall exempt a
6    vehicle from the requirements of this Section if the
7    vehicle is being operated for the purpose of transport to a
8    repair facility in Illinois to have repairs performed on
9    the vehicle displaying foreign dealer plates. The driver of
10    the motor vehicle bearing dealer plates shall provide a
11    work order or contract with the repair facility to a law
12    enforcement officer upon request.
13    No person shall operate, nor shall any owner knowingly
14permit to be operated, any vehicle of the second division for
15which the owner has made an election to pay the mileage tax in
16lieu of the annual flat weight tax, at any time when the
17odometer of such vehicle is broken or disconnected, or is
18inoperable or not operating.
