AMENDMENT NO. ______. Amend Senate Bill 3222 by replacing
everything after the enacting clause with the following:
"Section 5. The Department of Veterans Affairs Act is
amended by adding Section 37 as follows:
    (20 ILCS 2805/37 new)
Sec. 37. Illinois Joining Forces Foundation.
    (a) The General Assembly finds that service members and
veterans across the State of Illinois are frequently
overwhelmed by the sea of goodwill toward those who serve in
uniform; service members, veterans, and their families have
difficulty navigating a fragmented system of support and,
therefore, end up unable to access many of the federal, State,
and non-profit resources available to them. Recognizing this
problem, the Department of Veterans' Affairs and the Department
of Military Affairs acted to establish the Illinois Joining
