SYNOPSIS AS INTRODUCED:
 
20 ILCS 1805/22-9.1 new
30 ILCS 105/5.855 new

    Amends the Military Code of Illinois and the State Finance Act to create the Illinois National Guard Billeting Fund. Further amends the Military Code of Illinois to provide that the Fund shall be funded from proceeds collected by the Department of Military Affairs incident to billeting operations conducted by the Illinois National Guard at locations within the State. Provides that moneys within the Fund shall be used to pay the expenses of billeting operations not eligible for payment with federal or State appropriated funds. Provides that the Department of Military Affairs shall administer the Fund in accordance with the laws of this State, applicable federal requirements governing the use of such funds, and appropriate rules and procedures established by the Adjutant General. Effective July 1, 2014.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Military Code of Illinois is amended by
5adding Section 22-9.1 as follows:
 
6    (20 ILCS 1805/22-9.1 new)
7    Sec. 22-9.1. The Illinois National Guard Billeting Fund.
8The Illinois National Guard Billeting Fund is created as a
9special fund in the State Treasury. The Fund shall be funded
10from proceeds collected by the Department of Military Affairs
11incident to billeting operations conducted by the Illinois
12National Guard at locations within the State, including, but
13not limited to, Marseilles Training Center, Camp Lincoln, and
14any other training sites where military billeting operations
15may be established. Moneys within the Fund shall be used to pay
16the expenses of billeting operations not eligible for payment
17with federal or State appropriated funds, including, but not
18limited to, the procurement of items for billeting rooms,
19cleaning, linen, and maintenance. The Department of Military
20Affairs shall administer the Fund in accordance with the laws
21of this State, applicable federal requirements governing the
22use of such funds, and appropriate rules and procedures
23established by the Adjutant General.

1    Section 10. The State Finance Act is amended by adding
2Section 5.855 as follows:

4    Sec. 5.855. The Illinois National Guard Billeting Fund.
 
5    Section 99. Effective date. This Act takes effect July 1,
62014.
