AMENDMENT TO SENATE BILL 3129

2    AMENDMENT NO. ______. Amend Senate Bill 3129 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Illinois Holocaust and Genocide Commission
5Act is amended by changing Sections 10, 20, and 30 as follows:
 
6    (20 ILCS 5010/10)
7    (Section scheduled to be repealed on January 1, 2021)
8    Sec. 10. Composition of the Commission.
9    (a) The Commission is composed of 21 18 members as follows:
10        (1) 18 15 public members appointed by the Governor; and
11        (2) 3 ex officio members as follows:
12            (A) the State Superintendent of Education;
13            (B) the Executive Director of the Board of Higher
14        Education; and
15            (C) the Director of Veterans' Affairs.
16    (b) The President and Minority Leader of the Senate shall

1each designate a member or former member of the Senate and the
2Speaker and Minority Leader of the House of Representatives
3shall each designate a member or former member of the House of
4Representatives to advise the Commission.

8    Sec. 20. Ex officio members; eligibility; designation of
9representative.
10    (a) An ex officio member of the Commission vacates the
11person's position on the Commission if the person ceases to
12hold the position that qualifies the person for service on the
13Commission.
14    (b) An ex officio member may designate a representative to
15serve on the Commission in the member's absence. A
16representative designated under this subsection must be an
17officer or employee of the State agency that employs the ex
18officio member or an individual with demonstrated expertise in
19the subject matter of the ex officio member's State agency.

23    Sec. 30. Term of public member.
24    (a) A public member of the Commission serves a term of 4

1years, except that the terms of the initial members shall
2expire on February 1, 2015. Following the expiration of the
3terms of the initial members of the Commission, the Governor
4may re-appoint initial members as follows:
5        (1) five members to terms that expire February 1, 2016;
6        (2) five members to terms that expire February 1, 2017;
7    and
8        (3) five members to terms that expire February 1, 2018.
9Notwithstanding subsection (c) of this Section, initial
10members re-appointed to terms that expire on February 1, 2016
11or February 1, 2017 may be appointed to a 4-year term following
12expiration of their re-appointment.
13    (a-5) Public members of the Commission added under this
14amendatory Act of the 98th General Assembly shall serve 4-year
15terms.
16    (b) A public member is eligible for reappointment to
17another term or part of a term.
18    (c) A public member may not serve more than 2 consecutive
19full terms. For purposes of this prohibition, a member is
20considered to have served a full term only if the member has
21served more than half of a 4-year the term.

23    Section 99. Effective date. This Act takes effect upon
24becoming law.".
