AMENDMENT TO SENATE BILL 2793

2    AMENDMENT NO. ______. Amend Senate Bill 2793 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The School Code is amended by adding Section
52-3.160 as follows:
 
6    (105 ILCS 5/2-3.160 new)
7    Sec. 2-3.160. Student discipline report; school discipline
8improvement plan.
9    (a) On or before October 31, 2015 and on or before October
1031 of each subsequent year, the State Board of Education,
11through the State Superintendent of Education, shall prepare a
12report on student discipline in all school districts in this
13State. This report must be posted on the Internet website of
14the State Board of Education. The report shall include both of
15the following:
16        (1) Data on the issuance of out-of-school suspensions,

1    expulsions, and removals to alternative settings,
2    disaggregated by race and ethnicity, gender, age, grade
3    level, limited English proficiency, incident type, and
4    discipline duration.
5        (2) Data on the use of arrests or criminal citations,
6    disaggregated by race and ethnicity, gender, and age.
7    (b) The State Board of Education shall analyze the data
8under subsection (a) of this Section on an annual basis and
9determine the top quartile of school districts for the
10following metric: total number of instructional days on which
11students were excluded, divided by the total student
12population. The State Board of Education shall determine the
13top quartile of school districts for racial disproportionality
14in this metric. The State Board of Education shall require each
15of the school districts identified in this quartile to submit a
16school discipline improvement plan identifying the strategies
17the school district will implement to reduce the use of harsh
18disciplinary practices. This plan must be approved at a public
19school board meeting and posted on the school district's
20Internet website. Within one year after being identified, the
21school district shall post a progress report describing the
22implementation of the school discipline improvement plan and
23the results achieved on the school district's Internet website.
 
24    Section 99. Effective date. This Act takes effect July 1,
252014.".
