AMENDMENT TO SENATE BILL 2774

2    AMENDMENT NO. ______. Amend Senate Bill 2774, AS AMENDED,
3by replacing everything after the enacting clause with the
4following:
 
5    "Section 5. The Illinois Public Accounting Act is amended
6by adding Section 30.9 as follows:
 
7    (225 ILCS 450/30.9 new)
8    Sec. 30.9. Tax return preparation task force. The
9Department shall convene a task force consisting of 8 members,
10one of whom shall be appointed by the Department and be a
11representative of the Department; one of whom shall be
12appointed by the Department and be a representative of a
13statewide association representing CPAs; one of whom shall be
14appointed by the Department and be an enrolled agent or
15representative of the tax return preparation industry; one of
16whom shall be the Director of Revenue or his or her designee;

1one of whom shall be appointed by the majority caucus leader of
2the House of Representatives; one of whom shall be appointed by
3the majority caucus leader of the Senate; one of whom shall be
4appointed by the minority caucus leader of the House of
5Representatives; and one of whom shall be appointed by the
6minority caucus leader of the Senate. The task force shall
7prepare a report that does the following: determines the
8appropriate scope of a program for regulating commercial tax
9return preparers; addresses the appropriate qualifications,
10including, but not limited to, minimum educational
11qualifications and continuing educational requirements for
12commercial tax return preparers; and considers any other
13matters the task force determines to be necessary or
14appropriate. The task force shall meet no less than 3 times
15before the end of the year in which this amendatory Act of the
1698th General Assembly becomes effective. The report required
17under this Section shall be submitted by no later than December
181, 2015 to the Secretary of Financial and Professional
19Regulation, the Governor, the Speaker of the House of
20Representatives, and the President of the Senate. Members of
21the task force shall receive no compensation, but shall be
22reimbursed for expenses necessarily incurred in the
23performance of their duties.
24    This Section is repealed July 1, 2016.
 
25    Section 99. Effective date. This Act takes effect upon
