AMENDMENT TO SENATE BILL 2199

2    AMENDMENT NO. ______. Amend Senate Bill 2199 as follows:
 
3on page 1, lines 4 and 5, by replacing "Section 21B-30" with
4"Sections 21B-30 and 21B-35"; and
 
5on page 4, immediately below line 15, by inserting the
6following:
 
7    "(105 ILCS 5/21B-35)
8    Sec. 21B-35. Minimum requirements for educators trained in
9other states or countries.
10    (a) All out-of-state applicants applying for a
11Professional Educator License must meet all of the following
12requirements:
13        (1) Have completed a comparable state-approved
14    education program, as defined by the State Superintendent
15    of Education.

1        (2) Have a degree from a regionally accredited
2    institution of higher education and the degreed major or a
3    constructed major must directly correspond to the license
4    or endorsement sought.
5        (3) Except for school service personnel prepared by
6    out-of-state programs, have Have completed a minimum of one
7    course in the methods of instruction of the exceptional
8    child. School service personnel prepared by out-of-state
9    programs shall meet the same requirements concerning
10    courses in the methods of instruction of the exceptional
11    child as in-State candidates in school service personnel
12    areas, as defined by rules.
13        (4) Except for school service personnel prepared by
14    out-of-state programs, have Have completed a minimum of 6
15    semester hours of coursework in methods of reading and
16    reading in the content area. School service personnel
17    prepared by out-of-state programs shall meet the same
18    requirements concerning coursework in methods of reading
19    and reading in the content area as in-State candidates in
20    school service personnel areas, as defined by rules.
21        (5) Except for school service personnel prepared by
22    out-of-state programs, have Have completed a minimum of one
23    course in instructional strategies for English language
24    learners. School service personnel prepared by
25    out-of-state programs shall meet the same requirements
26    concerning courses in instructional strategies for English

1    language learners as in-State candidates in school service
2    personnel areas, as defined by rules.
3        (6) Have successfully met all Illinois examination
4    requirements.
5        (7) Have completed student teaching or an equivalent
6    experience.
7    If one or more of the criteria in subsection (a) of this
8Section are not met, then out-of-state applicants who hold a
9valid, comparable certificate from another state and have
10passed a test of basic skills and content area test, as
11required by Section 21B-20 of this Code, may qualify for a
12provisional educator endorsement on an Educator License with
13Stipulations, in accordance with Section 21B-20 of this Code,
14with the exception that an individual shall not serve as a
15principal or assistant principal while holding the provisional
16educator endorsement.
17    (b) In order to receive a Professional Educator License,
18applicants trained in another country must meet all of the
19following requirements:
20        (1) Have completed a comparable education program in
21    another country.
22        (2) Have had transcripts evaluated by an evaluation
23    service approved by the State Superintendent of Education.
24        (3) Hold a degreed major that must directly correspond
25    to the license or endorsement sought.
26        (4) Have completed a minimum of one course in the

1    methods of instruction of the exceptional child.
2        (5) Have completed a minimum of 6 semester hours of
3    coursework in methods of reading and reading in the content
4    area.
5        (6) Have completed a minimum of one course in
6    instructional strategies for English language learners.
7        (7) Have successfully met all State licensure
8    examination requirements.
9        (8) Have completed student teaching or an equivalent
10    experience.
11    If one or more of these criteria are not met, then an
12applicant trained in another country who has passed a test of
13basic skills and content area test, as required by Section
1421B-20 of this Code, may qualify for a provisional educator
15endorsement on an Educator License with Stipulations, with the
16exception that an individual shall not serve as a principal or
17assistant principal while holding the provisional educator
18endorsement.
19    (c) The State Board of Education, in consultation with the
20State Educator Preparation and Licensure Board, may adopt such
21rules as may be necessary to implement this Section.
