AMENDMENT TO SENATE BILL 2106

2    AMENDMENT NO. ______. Amend Senate Bill 2106 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Governor's Office of Management and Budget
5Act is amended by adding Section 7.6 as follows:
 
6    (20 ILCS 3005/7.6 new)
7    Sec. 7.6. Governmental Transparency Task Force.
8    (a) The Governmental Transparency Task Force is hereby
9created for the purpose of developing a plan to make the State
10budgeting process the most transparent, publicly-accessible
11budgeting process in the nation.
12    (b) The Governmental Transparency Task Force shall consist
13of the following 16 members:
14        (1) four members appointed by the Governor;
15        (2) two members appointed by the President of the
16    Senate;

1        (3) two members appointed by the Minority Leader of the
2    Senate;
3        (4) two members appointed by the Speaker of the House
4    of Representatives;
5        (5) two members appointed by the Minority Leader of the
6    House of Representatives;
7        (6) one member from an organization that represents
8    taxpayers' interests, appointed by the Governor;
9        (7) the Director of Revenue or his or her designee;
10        (8) the Comptroller or his or her designee; and
11        (9) the Treasurer or his or her designee.
12    The Director of Revenue, Comptroller, and Treasurer shall
13serve as ex officio members of the Task Force.
14    (c) The Task Force shall study proposals to make the State
15budgeting process the most transparent, publicly-accessible
16budgeting process in the nation and report its findings to the
17Governor and General Assembly by no later than January 1, 2015.
18    (d) Each member of the Task Force shall be reimbursed for
19actual expenses incurred in the performance of his or her
20duties as a member but shall not receive any salary or other
21compensation for service on the Task Force.
22    (e) The Governor's Office of Management and Budget shall
23provide administrative support to the Task Force and shall
24provide to legislative staff upon request any information
25related to the scope of the Task Force's work.
26    (f) This Section is repealed on January 1, 2016.".
