1 AMENDMENT TO SENATE BILL 1778
2     AMENDMENT NO. ______. Amend Senate Bill 1778, AS AMENDED,
3 with reference to page and line numbers of House Amendment No.
4 1, by replacing line 1 through line 21 on page 3 with the
5 following:

6     "Section 10. Exemptions.
7     (a) The following shall be exempt from the requirements of
8 this Act:
9         (1) Residential garage sales.
10         (2) Sales conducted by governmental, civic, patriotic,
11     fraternal, educational, religious, or benevolent
12     organizations that have been active and in continuous
13     existence for at least one year prior to the holding of the
14     sale or that are exempt from taxation under Section 501(c)
15     of the federal Internal Revenue Code.
16         (3) Sales or purchases that are regulated by the
17     licensing laws of this State, including automobile

1     dealers, used parts dealers, and automotive parts
2     recyclers.
3         (4) Consumer shows or exhibitions of collectibles
4     other than a show or convention that offers to buy second
5     hand jewelry from attendees.
6         (5) Auctioneers.
7         (6) Pawnbrokers.
8         (7) Sales of recyclable metal by a recyclable metal
9     dealer.
10         (8) Coin dealers.
11     (b) Nothing in this Act shall apply to a municipality with
12 a population greater than 1,000,000.".
