AMENDMENT TO SENATE BILL 226

2    AMENDMENT NO. ______. Amend Senate Bill 226 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Department of Commerce and Economic
5Opportunity Law of the Civil Administrative Code of Illinois is
6amended by adding Section 605-975 as follows:
 
7    (20 ILCS 605/605-975 new)
8    Sec. 605-975. Support Your Neighbor Commission.
9    (a) The Support Your Neighbor Commission is created within
10the Department to help increase the number of American and
11Illinois made products procured and sold by the State.
12    (b) The Commission shall be composed of:
13        (1) One member appointed by the Speaker of the House of
14    Representatives;
15        (2) One member appointed by the Minority Leader of the
16    House of Representatives;

1        (3) One member appointed by the President of the
2    Senate;
3        (4) One member appointed by the Minority Leader of the
4    Senate;
5        (5) One member appointed by the Governor to represent
6    labor organizations representing manufacturing employees
7    with over 500,000 members;
8        (6) One member appointed by the Governor to represent
9    auto workers' unions;
10        (7) One member appointed by the Governor to represent
11    machinist workers' unions;
12        (8) One member appointed by the Governor to represent
13    garment workers' unions;
14        (9) One member appointed by the Governor to represent
15    statewide business groups representing American
16    manufacturers;
17        (10) One member appointed by the Governor to represent
18    the auto industry manufacturing sector;
19        (11) One member appointed by the Governor to represent
20    the interests of construction equipment and farm implement
21    manufacturing; and
22        (12) One member appointed by the Governor to represent
23    the interests of the American garment industry.
24    (c) In addition to the members listed in subsection (b) of
25this Section, each of the following, or their designee, shall
26serve as an ex-officio non-voting member of the Commission: the

1Director of Central Management Services, the Director of the
2Department of Labor, the Director of the Department of Commerce
3and Economic Opportunity, the Executive Director of the Board
4of Higher Education, the Secretary of Transportation, and the
5Director of the Department of Natural Resources.
6    (d) Appointed members shall serve a term of 4 years. The
7initial terms for members of the Commission shall commence on
8January 26, 2015.
9    (e) The members of the Commission shall serve without
10compensation but shall be reimbursed for their reasonable and
11necessary expenses, including travel expenses, from
12appropriations to the Department of Commerce and Economic
13Opportunity available for that purpose and subject to the rules
14of the appropriate travel control board.
15    (f) Except ex-officio members, the members of the
16Commission shall be considered members with voting rights. A
17quorum of the Commission members shall consist of a majority of
18the members of the Commission. All actions and recommendations
19of the Commission must be approved by a majority vote of the
20members.
21    (g) Vacancies occurring among the members shall be filled
22in the same manner as the original appointment for the
23remainder of the unexpired term. Members are eligible for
24reappointment.
25    (h) The Commission shall file a report by December 31 of
26each year with the Department of Commerce and Economic

1Opportunity. This report shall be posted on the Internet
2website of the Department of Commerce and Economic Opportunity.
 
3    Section 10. The Department of Natural Resources Act is
4amended by adding Section 20-20 as follows:
 
5    (20 ILCS 801/20-20 new)
6    Sec. 20-20. Products manufactured in the United States. The
7Illinois State Museum shall set aside a booth or section of the
8gift shop for the sale of products manufactured in the United
9States. As used in this Section, "products manufactured in the
10United States" means assembled articles, materials, or
11supplies for which design, final assembly, processing,
12packaging, testing, or other process that adds value, quality,
13or reliability occurred in the United States.
 
14    Section 15. The State Parks Act is amended by adding
15Section 4b as follows:
 
16    (20 ILCS 835/4b new)
17    Sec. 4b. Products manufactured in the United States. Gift
18shops and concession areas within State parks and parkways
19shall set aside a booth or section for the sale of products
20manufactured in the United States. As used in this Section,
21"products manufactured in the United States" means assembled
22articles, materials, or supplies for which design, final

1assembly, processing, packaging, testing, or other process
2that adds value, quality, or reliability occurred in the United
3States.
 
4    Section 20. The Historic Preservation Agency Act is amended
5by adding Section 35 as follows:
 
6    (20 ILCS 3405/35 new)
7    Sec. 35. Products manufactured in the United States. State
8Historic Sites, State Memorials, and other properties that are
9under the jurisdiction of the Historic Preservation Agency
10under Section 6 of this Act shall set aside a booth or section
11for the sale of products manufactured in the United States. As
12used in this Section, "products manufactured in the United
13States" means assembled articles, materials, or supplies for
14which design, final assembly, processing, packaging, testing,
15or other process that adds value, quality, or reliability
16occurred in the United States.".
 
17    Section 99. Effective date. This Act takes effect upon
18becoming law.".
