1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Central Management Services
5Law of the Civil Administrative Code of Illinois is amended by
6adding Section 405-525 as follows:
 
7    (20 ILCS 405/405-525 new)
8    Sec. 405-525. Support Your Neighbor Commission.
9    (a) The Support Your Neighbor Commission is created within
10the Department of Central Management Services to help increase
11the number of American and Illinois made products procured and
12sold by the State.
13    (b) The Commission shall be composed of:
14        (1) one member appointed by the Speaker of the House of
15    Representatives;
16        (2) one member appointed by the Minority Leader of the
17    House of Representatives;
18        (3) one member appointed by the President of the
19    Senate;
20        (4) one member appointed by the Minority Leader of the
21    Senate;
22        (5) one member appointed by the Governor to represent
23    labor organizations representing manufacturing employees

1    with over 500,000 members;
2        (6) one member appointed by the Governor to represent
3    auto workers' unions;
4        (7) one member appointed by the Governor to represent
5    machinist workers' unions;
6        (8) one member appointed by the Governor to represent
7    garment workers' unions;
8        (9) one member appointed by the Governor to represent
9    statewide business groups representing American
10    manufacturers;
11        (10) one member appointed by the Governor to represent
12    the auto industry manufacturing sector;
13        (11) one member appointed by the Governor to represent
14    the interests of construction equipment and farm implement
15    manufacturing; and
16        (12) one member appointed by the Governor to represent
17    the interests of the American garment industry.
18    (c) In addition to the members listed in subsection (b) of
19this Section, each of the following, or their designee, shall
20serve as an ex-officio non-voting member of the Commission: the
21Director of Central Management Services, the Director of Labor,
22the Director of Commerce and Economic Opportunity, the
23Executive Director of the Board of Higher Education, the
24Secretary of Transportation, and the Director of Natural
25Resources.
26    (d) Appointed members shall serve a term of 4 years. The

1initial terms for members of the Commission shall commence on
2January 26, 2015.
3    (e) The members of the Commission shall serve without
4compensation but shall be reimbursed for their reasonable and
5necessary expenses, including travel expenses, from
6appropriations to the Department of Central Management
7Services available for that purpose and subject to the rules of
8the appropriate travel control board.
9    (f) Except ex-officio members, the members of the
10Commission shall be considered members with voting rights. A
11quorum of the Commission members shall consist of a majority of
12the members of the Commission. All actions and recommendations
13of the Commission must be approved by a majority vote of the
14members.
15    (g) Vacancies occurring among the members shall be filled
16in the same manner as the original appointment for the
17remainder of the unexpired term. Members are eligible for
18reappointment.
19    (h) The Commission shall file a report by December 31 of
20each year with the Department of Central Management Services.
21This report shall be posted on the Internet website of the
22Department of Central Management Services.
23    (i) This Section is repealed on December 31, 2017.
 
24    Section 10. The Department of Natural Resources Act is
25amended by adding Section 20-20 as follows:

1    (20 ILCS 801/20-20 new)
2    Sec. 20-20. Products manufactured in the United States. The
3Illinois State Museum shall set aside a booth or section of the
4gift shop for the sale of products manufactured in the United
5States. As used in this Section, "products manufactured in the
6United States" means assembled articles, materials, or
7supplies for which design, final assembly, processing,
8packaging, testing, or other process that adds value, quality,
9or reliability occurred in the United States.
 
10    Section 15. The State Parks Act is amended by adding
11Section 4b as follows:
 
12    (20 ILCS 835/4b new)
13    Sec. 4b. Products manufactured in the United States. Gift
14shops and concession areas within State parks and parkways
15shall set aside a booth or section for the sale of products
16manufactured in the United States. As used in this Section,
17"products manufactured in the United States" means assembled
18articles, materials, or supplies for which design, final
19assembly, processing, packaging, testing, or other process
20that adds value, quality, or reliability occurred in the United
21States.
 
22    Section 20. The Historic Preservation Agency Act is amended

1by adding Section 35 as follows:
 
2    (20 ILCS 3405/35 new)
3    Sec. 35. Products manufactured in the United States. State
4Historic Sites, State Memorials, and other properties that are
5under the jurisdiction of the Historic Preservation Agency
6under Section 6 of this Act shall set aside a booth or section
7for the sale of products manufactured in the United States. As
8used in this Section, "products manufactured in the United
9States" means assembled articles, materials, or supplies for
10which design, final assembly, processing, packaging, testing,
11or other process that adds value, quality, or reliability
12occurred in the United States.
 
13    Section 99. Effective date. This Act takes effect upon
14becoming law.
