1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Commerce and Economic
5Opportunity Law of the Civil Administrative Code of Illinois is
6amended by adding Section 605-975 as follows:
 
7    (20 ILCS 605/605-975 new)
8    Sec. 605-975. Support Your Neighbor Commission.
9    (a) The Support Your Neighbor Commission is created within
10the Department to help increase the number of American and
11Illinois made products procured and sold by the State.
12    (b) The Commission shall be composed of:
13        (1) One member appointed by the Speaker of the House of
14    Representatives;
15        (2) One member appointed by the Minority Leader of the
16    House of Representatives;
17        (3) One member appointed by the President of the
18    Senate;
19        (4) One member appointed by the Minority Leader of the
20    Senate;
21        (5) One member appointed by the Governor to represent
22    labor organizations representing manufacturing employees
23    with over 500,000 members;

1        (6) One member appointed by the Governor to represent
2    auto workers' unions;
3        (7) One member appointed by the Governor to represent
4    machinist workers' unions;
5        (8) One member appointed by the Governor to represent
6    garment workers' unions;
7        (9) One member appointed by the Governor to represent
8    statewide business groups representing American
9    manufacturers;
10        (10) One member appointed by the Governor to represent
11    the auto industry manufacturing sector;
12        (11) One member appointed by the Governor to represent
13    the interests of construction equipment and farm implement
14    manufacturing; and
15        (12) One member appointed by the Governor to represent
16    the interests of the American garment industry.
17    (c) In addition to the members listed in subsection (b) of
18this Section, each of the following, or their designee, shall
19serve as an ex-officio non-voting member of the Commission: the
20Director of Central Management Services, the Director of the
21Department of Labor, the Director of the Department of Commerce
22and Economic Opportunity, the Executive Director of the Board
23of Higher Education, the Secretary of Transportation, and the
24Director of the Department of Natural Resources.
25    (d) Appointed members shall serve a term of 4 years. The
26initial terms for members of the Commission shall commence on

1January 26, 2015.
2    (e) The members of the Commission shall serve without
3compensation but shall be reimbursed for their reasonable and
4necessary expenses, including travel expenses, from
5appropriations to the Department of Commerce and Economic
6Opportunity available for that purpose and subject to the rules
7of the appropriate travel control board.
8    (f) Except ex-officio members, the members of the
9Commission shall be considered members with voting rights. A
10quorum of the Commission members shall consist of a majority of
11the members of the Commission. All actions and recommendations
12of the Commission must be approved by a majority vote of the
13members.
14    (g) Vacancies occurring among the members shall be filled
15in the same manner as the original appointment for the
16remainder of the unexpired term. Members are eligible for
17reappointment.
18    (h) The Commission shall file a report by December 31 of
19each year with the Department of Commerce and Economic
20Opportunity. This report shall be posted on the Internet
21website of the Department of Commerce and Economic Opportunity.
 
22    Section 10. The Department of Natural Resources Act is
23amended by adding Section 20-20 as follows:

1    Sec. 20-20. Products manufactured in the United States. The
2Illinois State Museum shall set aside a booth or section of the
3gift shop for the sale of products manufactured in the United
4States. As used in this Section, "products manufactured in the
5United States" means assembled articles, materials, or
6supplies for which design, final assembly, processing,
7packaging, testing, or other process that adds value, quality,
8or reliability occurred in the United States.
 
9    Section 15. The State Parks Act is amended by adding
10Section 4b as follows:
 
11    (20 ILCS 835/4b new)
12    Sec. 4b. Products manufactured in the United States. Gift
13shops and concession areas within State parks and parkways
14shall set aside a booth or section for the sale of products
15manufactured in the United States. As used in this Section,
16"products manufactured in the United States" means assembled
17articles, materials, or supplies for which design, final
18assembly, processing, packaging, testing, or other process
19that adds value, quality, or reliability occurred in the United
20States.
 
21    Section 20. The Historic Preservation Agency Act is amended
22by adding Section 35 as follows:

1    (20 ILCS 3405/35 new)
2    Sec. 35. Products manufactured in the United States. State
3Historic Sites, State Memorials, and other properties that are
4under the jurisdiction of the Historic Preservation Agency
5under Section 6 of this Act shall set aside a booth or section
6for the sale of products manufactured in the United States. As
7used in this Section, "products manufactured in the United
8States" means assembled articles, materials, or supplies for
9which design, final assembly, processing, packaging, testing,
10or other process that adds value, quality, or reliability
11occurred in the United States.
 
12    Section 99. Effective date. This Act takes effect upon
13becoming law.
