HOUSE RESOLUTION

 
2    WHEREAS, Under the Children and Family Services Act, the
3Department of Children and Family Services is required to
4"establish rules and regulations concerning its operation of
5programs designed to meet the goals of child safety and
6protection"; and
 
7    WHEREAS, The Department of Children and Family Services has
8adopted rules, entitled "Locating and Returning Missing,
9Runaway, and Abducted Children" [89 Ill. Adm. Code Part 329];
10and
 
11    WHEREAS, The Department of Children and Family Services has
12adopted procedures, entitled "Locating and Returning Missing,
13Runaway, and Abducted Children April 6, 2009 - P.T. 2009.07";
14therefore, be it
 
15    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
16NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
17the Auditor General is directed to conduct a management audit
18of the Department of Children and Family Services' compliance
19with its rules and procedures for locating and returning
20missing, runaway, and abducted children; and be it further
 
21    RESOLVED, That the audit include, but not be limited to,

1the following determinations as they pertain to missing,
2runaway, and abducted children for which the Department of
3Children and Family Services (the Department) was responsible
4in calendar years 2011 and 2012:
5        (1) the number of children who were reported as
6    missing, runaway or abducted;
7        (2) whether reports of missing, runaway and abducted
8    children were made by Department staff to all required
9    parties in a timely manner; and
10        (3) the steps followed by the Department in attempting
11    to locate and recover children reported as missing, runaway
12    or abducted and whether those steps complied with the
13    Department's rules and procedures; and be it further
 
14    RESOLVED, That the Department of Children and Family
15Services and any other entity or person that may have
16information relevant to this audit cooperate fully and promptly
17with the Auditor General's Office in conducting this audit; and
18be it further
 
19    RESOLVED, That the Auditor General commence this audit as
20soon as possible and distribute the report upon completion in
21accordance with Section 3-14 of the Illinois State Auditing
22Act.
