AMENDMENT TO HOUSE BILL 3820

2    AMENDMENT NO. ______. Amend House Bill 3820, AS AMENDED,
3with reference to page and line numbers of House Amendment No.
41, as follows:
 
5on page 49, by replacing line 4 with the following:
6"amended by adding Sections 15.1 and 16 as"; and
 
7by replacing line 6 on page 49 though line 6 on page 55 with the
8following:
 
9    "(30 ILCS 705/15.1 new)
10    Sec. 15.1. Illinois Single Audit Commission.
11    (a) There is created the Illinois Single Audit Commission.
12The Commission shall assist the Governor's Office of Management
13and Budget in creating its annual report under Section 90 of
14the Grant Accountability and Transparency Act.
15    (b) The Commission shall be comprised of one representative

1from each of the following grant-making Departments who is an
2expert in grant subject matter, and who shall be appointed by
3the Governor, one of whom shall be designated as Chairperson:
4        (1) Department on Aging;
5        (2) Department of Children and Family Services;
6        (3) Department of Healthcare and Family Services;
7        (4) Department of Human Services;
8        (5) Department of Public Health;
9        (6) Criminal Justice Information Authority;
10        (7) Department of Commerce and Economic Opportunity;
11        (8) Department of Transportation;
12        (9) Illinois State Board of Education;
13        (10) Illinois Student Assistance Commission;
14        (11) Department of Agriculture;
15        (12) Environmental Protection Agency; and
16        (13) Department of Natural Resources.
17    In addition, a total of 4 representatives of community
18organizations, providers, or associations may be appointed by
19the Departments listed in subsection (b) as follows: 1 member
20may be appointed by the Departments listed in subparagraphs (1)
21through (6); 1 member may be appointed by the Departments
22listed in subparagraphs (7) and (8); 1 member may be appointed
23by the Departments listed in subparagraphs (9) and (10); and 1
24member may be appointed by the Departments listed in
25subparagraphs (11) through (13).
26    Should any of the Departments listed in subparagraphs (1)

1through (13) of subsection (b) deem that additional
2representation by community organizations, providers, or
3associations is necessary, and the Commission as a whole is in
4concurrence with this decision, the Department or Departments
5may appoint additional members, provided, however, that no more
6than a total of 4 such additional members may be appointed to
7the Commission.
8    The Governor may designate representatives of additional
9Departments with grant-making authority to serve as members of
10the Commission.
11    (c) The Commission shall also include: a representative of
12the Governor's Office of Management and Budget, appointed by
13the Governor; four members of the General Assembly, one from
14the House Democratic Caucus, one from the House Republican
15Caucus, one from the Senate Democratic Caucus, and one from the
16Senate Republican Caucus, all of which shall be appointed by
17the Governor; the Co-Chairs of the relevant subcommittees
18within the Management Initiative Improvement Committee
19(provided for under Section 1-37a of the Department of Human
20Services Act) may be included as members of the Commission if
21the Commission deems their inclusion necessary for the
22coordination of its efforts.
23    (d) This Section is repealed on July 1, 2019.".
