Amends the Illinois Public Demonstrations Law. Adds parades to Sections on permits, size, notice, and time requirements. Requires the city, county, or local law enforcement to notify the owners of any railroad tracks over which the gathering will take place of the time, location, and duration. Effective immediately.

| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Illinois Public Demonstrations Law is | 5 | | amended by changing Sections 3, 4, 5, and 6 as follows:

| 7 | | Sec. 3.
Unlawful
action-Parade permit.
| 8 | | It is unlawful for any person, group or organization to | 9 | | conduct or
participate in any march, assembly, meeting , parade, | 10 | | or gathering on roadways in
more than one specific area of or | 11 | | location in, any municipality or the
unincorporated area of a | 12 | | county, on any given day, unless it is acting
under authority | 13 | | of a duly issued municipal or county parade or
demonstration | 14 | | permit if local ordinance or regulation requires a such permit,
| 15 | | or, if not, with permission of the principal law enforcement | 16 | | officer for
the such area. If a march, assembly, meeting, | 17 | | parade, or gathering on roadways involves the act of crossing | 18 | | or traversing over or upon active railroad tracks, the | 19 | | municipal or county authority or principal law enforcement | 20 | | officer, as part of its permit or permission process, must | 21 | | ensure that the owner of the railroad tracks is notified at | 22 | | least 24 hours before the march, assembly, meeting, parade, or | 23 | | gathering is to take place. | 1 | | must include specific details outlining the event's date, | 2 | | route, time of inception, and duration.

| 5 | | Sec. 4. Acting with other groups - Size of assemblage. It | 6 | | is unlawful for any group or organization or any individual | 7 | | acting
with the such group or organization, to conduct or | 8 | | participate in any march,
assembly, meeting , parade, or | 9 | | gathering on roadways unless the such march, assembly,
meeting, | 10 | | parade, or gathering is limited to such numbers that as , in the | 11 | | opinion of
the principal law enforcement officer, will not | 12 | | obstruct pedestrian or
vehicular traffic in an unreasonable | 13 | | manner. The principal law
enforcement officer shall, within 12 | 14 | | hours of receiving the notice
required by Section 5, inform the | 15 | | group or organization as to the
limitation on number of persons | 16 | | allowed to participate.

Notice of
assemblage in writing-Contents.
| 20 | | It is unlawful for any group or organization to conduct or | 21 | | participate
in any march, assembly, meeting , parade, or | 22 | | gathering on roadways unless the
principal law enforcement | 23 | | officer has been given notice in writing of the
location, the | 24 | | maximum number of persons participating, and the names and

| 1 | | addresses of the organizers of the any such march, assembly, | 2 | | meeting , parade, or
gathering, its route, and its time of | 3 | | inception and duration at least 24
hours before such inception.

| 6 | | Sec. 6.
Time of
holding.
| 7 | | It is unlawful for any group, organization, or any | 8 | | individual to conduct
or participate in any march, assembly, | 9 | | meeting , parade, or gathering on roadways
during peak traffic | 10 | | periods unless authorized by the principal law
enforcement | 11 | | officer for the area in which the march, assembly, meeting , | 12 | | parade, or
gathering is to be held. Peak traffic periods, | 13 | | unless otherwise set by
municipal or county authority, are for | 14 | | the purposes of this Act declared to
be 7:30 a.m. o'clock to | 15 | | 9:00 a.m. o'clock in the forenoon, and from 4:30
p.m. o'clock | 16 | | to 6:00 p.m. o'clock in the afternoon, Monday through Friday
| 17 | | except for State and National holidays.

| 19 | | Section 99. Effective date. This Act takes effect upon | 20 | | becoming law.
