1    AN ACT concerning regulation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Emergency Medical Services (EMS) Systems Act
5is amended by changing Section 3.55 as follows:
 
6    (210 ILCS 50/3.55)
7    Sec. 3.55. Scope of practice.
8    (a) Any person currently licensed as an EMT-B, EMT-I, or
9EMT-P may perform emergency and non-emergency medical services
10as defined in this Act, in accordance with his or her level of
11education, training and licensure, the standards of
12performance and conduct prescribed by the Department in rules
13adopted pursuant to this Act, and the requirements of the EMS
14System in which he or she practices, as contained in the
15approved Program Plan for that System. A currently licensed EMT
16may perform emergency and non-emergency medical services in
17accordance with his or her level of education, training, and
18licensure, regardless of the level (BLS, ILS, or ALS) of the
19ambulance to which he or she is assigned when performing those
20services.
21    (a-5) A person currently approved as a First Responder or
22licensed as an EMT-B, EMT-I, or EMT-P who has successfully
23completed a Department approved course in automated

1defibrillator operation and who is functioning within a
2Department approved EMS System may utilize such automated
3defibrillator according to the standards of performance and
4conduct prescribed by the Department in rules adopted pursuant
5to this Act and the requirements of the EMS System in which he
6or she practices, as contained in the approved Program Plan for
7that System.
8    (a-7) A person currently licensed as an EMT-B, EMT-I, or
9EMT-P who has successfully completed a Department approved
10course in the administration of epinephrine, shall be required
11to carry epinephrine with him or her as part of the EMT medical
12supplies whenever he or she is performing the duties of an
13emergency medical technician.
14    (b) A person currently licensed as an EMT-B, EMT-I, or
15EMT-P may only practice as an EMT or utilize his or her EMT
16license in pre-hospital or inter-hospital emergency care
17settings or non-emergency medical transport situations, under
18the written or verbal direction of the EMS Medical Director.
19For purposes of this Section, a "pre-hospital emergency care
20setting" may include a location, that is not a health care
21facility, which utilizes EMTs to render pre-hospital emergency
22care prior to the arrival of a transport vehicle. The location
23shall include communication equipment and all of the portable
24equipment and drugs appropriate for the EMT's level of care, as
25required by this Act, rules adopted by the Department pursuant
26to this Act, and the protocols of the EMS Systems, and shall

1operate only with the approval and under the direction of the
2EMS Medical Director.
3    This Section shall not prohibit an EMT-B, EMT-I, or EMT-P
4from practicing within an emergency department or other health
5care setting for the purpose of receiving continuing education
6or training approved by the EMS Medical Director. This Section
7shall also not prohibit an EMT-B, EMT-I, or EMT-P from seeking
8credentials other than his or her EMT license and utilizing
9such credentials to work in emergency departments or other
10health care settings under the jurisdiction of that employer.
11    (c) A person currently licensed as an EMT-B, EMT-I, or
12EMT-P may honor Do Not Resuscitate (DNR) orders and powers of
13attorney for health care only in accordance with rules adopted
14by the Department pursuant to this Act and protocols of the EMS
15System in which he or she practices.
16    (d) A student enrolled in a Department approved emergency
17medical technician program, while fulfilling the clinical
18training and in-field supervised experience requirements
19mandated for licensure or approval by the System and the
20Department, may perform prescribed procedures under the direct
21supervision of a physician licensed to practice medicine in all
22of its branches, a qualified registered professional nurse or a
23qualified EMT, only when authorized by the EMS Medical
24Director.
