AMENDMENT TO HOUSE BILL 1022

2    AMENDMENT NO. ______. Amend House Bill 1022 by replacing
3everything after the enacting clause with the following:
 
4    "Section 1. Short title. This Act may be cited as the Task
5Force on Sustainable Transportation Funding Act.
 
6    Section 5. Task Force on Sustainable Transportation
7Funding. There is created the Task Force on Sustainable
8Transportation Funding, to be comprised of the following
9members, with an emphasis on bipartisan and statewide
10legislative representation and diverse non-legislative
11stakeholder representation:
12        (1) one member of the Illinois House of Representatives
13    and 2 members of the public who represent the
14    transportation industry, the Illinois transportation
15    research community, or national research and policy-making
16    bodies appointed by the Speaker of the House of

1    Representatives;
2        (2) one member of the Illinois Senate and 2 members of
3    the public who represent the transportation industry, the
4    Illinois transportation research community, or national
5    research and policy-making bodies appointed by the
6    President of the Senate;
7        (3) one member of the Illinois House of Representatives
8    and 2 members of the public who represent the
9    transportation industry, the Illinois transportation
10    research community, or national research and policy-making
11    bodies appointed by the Minority Leader of the House of
12    Representatives;
13        (4) one member of the Illinois Senate and 2 members of
14    the public who represent the transportation industry, the
15    Illinois transportation research community, or national
16    research and policy-making bodies appointed by the
17    Minority Leader of the Senate;
18        (5) one member who is currently employed by the
19    Illinois Department of Transportation appointed by the
20    Secretary of the Illinois Department of Transportation;
21    and
22        (6) one member who is currently employed by the
23    Illinois Department of Revenue appointed by the Director of
24    the Illinois Department of Revenue.
 
25    Section 10. Membership; voting rights.

1    (a) The Task Force shall serve without compensation.
2    (b) The members of the Task Force shall be considered
3members with voting rights. A quorum of the Task Force shall
4consist of a simple majority of the members of the Task Force.
5All actions and recommendations of the Task Force must be
6approved by a simple majority vote of the members.
7    (c) The Task Force shall meet within 60 days after the
8effective date of this Act. The Task Force shall elect one
9member as chairperson at its initial meeting through a simple
10majority vote of the Task Force and shall thereafter meet at
11the call of the chairperson.
12    (d) The Illinois Department of Transportation shall
13provide administrative and other support to the Task Force.
 
14    Section 15. Duties; report.
15    (a) The Task Force shall:
16        (1) analyze the current trends between the
17    infrastructure needs of Illinois and the revenue received
18    from federal and State gas taxes and the level of highway
19    and road investment that would reduce congestion, keep
20    Illinois' economy competitive, and keep drivers safe;
21        (2) research and recommend possible alterations and
22    alternatives for how to modernize the State of Illinois'
23    system of financing maintenance, improvements, and
24    expansion of its public infrastructure systems, including,
25    but not limited to, best practices in other states,

1    user-based alternatives, or other equitable and
2    sustainable methods for funding transportation;
3        (3) make recommendations to the Department of
4    Transportation regarding how to implement possible
5    alterations or alternatives; and
6        (4) submit a report of its findings and recommendations
7    to the General Assembly by June 1, 2015.
 
8    Section 30. Repealer. This Act is repealed on January 1,
92016.
 
10    Section 99. Effective date. This Act takes effect upon
11becoming law.".
