AMENDMENT TO HOUSE BILL 946

2    AMENDMENT NO. ______. Amend House Bill 946 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The School Code is amended by adding Section
522-77 as follows:
 
6    (105 ILCS 5/22-77 new)
7    (Section scheduled to be repealed on July 1, 2014)
8    Sec. 22-77. Young Adults Heroin Use Task Force.
9    (a) There is created the Young Adults Heroin Use Task Force
10to address the growing problem of heroin use in high schools
11across this State. The Task Force shall consist of all of the
12following members:
13        (1) Four members of the House of Representatives,
14    appointed by the Speaker of the House of Representatives.
15        (2) Three members of the House of Representatives,
16    appointed by the Minority Leader of the House of

1    Representatives.
2        (3) Four members of the Senate, appointed by the
3    President of the Senate.
4        (4) Three members of the Senate, appointed by the
5    Minority Leader of the Senate.
6        (5) One representative of a statewide association
7    representing school boards, appointed by the Governor.
8        (6) One representative of a statewide association
9    representing school principals, appointed by the Governor.
10    Members of the Task Force shall serve without compensation.
11    (b) The Department of Human Services' Division of
12Alcoholism and Substance Abuse shall provide administrative
13and other support to the Task Force.
14    (c) The Task Force shall conduct a study on the heroin use
15problem in high schools and suggest programs for high schools
16to use to address the problem, which programs may involve local
17law enforcement agencies.
18    (d) On or before June 30, 2014, the Task Force shall report
19its findings and recommendations to the General Assembly, by
20filing copies of its report as provided in Section 3.1 of the
21General Assembly Organization Act, and to the Governor.
22    (e) The Task Force is abolished and this Section is
23repealed on July 1, 2014.
 
24    Section 99. Effective date. This Act takes effect upon
25becoming law.".
