Amends the Illinois Vehicle Code. Defines "recreational vehicle for hire" as a camping trailer, motor home, mini motor home, travel trailer, truck camper, or van camper owned by a commercial business and rented to individuals for personal recreational use. Provides that the owner of a recreational vehicle for hire may,
upon payment of a the applicable fee, apply to the Secretary of State for and be issued vanity or personalized license plates.

| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Illinois Vehicle Code is amended by changing | 5 | | Section 3-405.1 and by adding Section 1-169.1 as follows: | 6 | | (625 ILCS 5/1-169.1 new) | 7 | | Sec. 1-169.1. Recreational vehicle for hire. A camping | 8 | | trailer, motor home, mini motor home, travel trailer, truck | 9 | | camper, or van camper owned by a commercial business and rented | 10 | | to individuals for personal recreational use.

| 14 | | (a) Vanity license plates mean any license plates, assigned | 15 | | to a passenger
motor vehicle of the first division, to a motor | 16 | | vehicle of the second
division registered at not more than | 17 | | 8,000 pounds, to a trailer weighing 8,000 pounds or less paying | 18 | | the flat weight tax, or to a recreational
vehicle, or to a | 19 | | recreational vehicle for hire which display a registration | 20 | | number containing 1 to 7 letters and no
numbers or 1, 2, or 3 | 21 | | numbers and no letters as requested by the owner of the
vehicle | 22 | | and license plates issued to retired members of Congress under |

| 7 | | (b) For any registration period commencing after December | 8 | | 31, 2003, any
person who is the registered owner of a passenger | 9 | | motor vehicle of the first
division, of a motor vehicle of the | 10 | | second division registered at not
more than 8,000 pounds, of a | 11 | | trailer weighing 8,000 pounds or less paying the flat weight | 12 | | tax, or of a recreational vehicle , or of a recreational vehicle | 13 | | for hire registered with the
Secretary of State or who makes | 14 | | application for an original registration of
such a motor | 15 | | vehicle or renewal registration of such a motor vehicle may,
| 16 | | upon payment of a fee prescribed in Section 3-806.1 or Section | 17 | | 3-806.5,
apply to the Secretary of State for vanity or | 18 | | personalized license plates.
| 19 | | (c) Except as otherwise provided in this Chapter 3, vanity | 20 | | and personalized
license plates as issued under this Section | 21 | | shall be the same color and design
as other passenger vehicle | 22 | | license plates and shall not in any manner conflict
with any | 23 | | other existing passenger, commercial, trailer, motorcycle, or | 24 | | special
license plate series. However, recreational vehicles | 25 | | for hire may be issued vanity or personalized plates. Special |

| 1 | | special registration plates issued under
Sections 3-611 and | 2 | | 3-616 for vehicles operated by or for persons with
disabilities | 3 | | may also be vanity or personalized license plates.
| 4 | | (d) Vanity and personalized license plates shall be issued | 5 | | only to the
registered owner of the vehicle on which they are | 6 | | to be displayed, except
as provided in Sections 3-611 and 3-616 | 7 | | for special registration plates
for vehicles operated by or for | 8 | | persons with
disabilities.
| 9 | | (e) An applicant for the issuance of vanity or personalized | 10 | | license
plates or subsequent renewal thereof shall file an | 11 | | application in such form
and manner and by such date as the | 12 | | Secretary of State may, in his discretion,
require.
| 13 | | No vanity nor personalized license plates shall be | 14 | | approved, manufactured, or
distributed that contain any | 15 | | characters, symbols other than the international
accessibility | 16 | | symbol for vehicles operated by or for
persons with | 17 | | disabilities, foreign words, or letters of punctuation.
| 18 | | (f) Vanity and personalized license plates as issued | 19 | | pursuant to this
Act may be subject to the Staggered | 20 | | Registration System as prescribed by
the Secretary of State.
