AMENDMENT TO SENATE BILL 3336

2    AMENDMENT NO. ______. Amend Senate Bill 3336, AS AMENDED,
3by replacing everything after the enacting clause with the
4following:
 
5    "Section 5. The Illinois Vehicle Code is amended by
6changing Sections 1-158 and 11-1007 and by adding Section
71-131.5 as follows:
 
8    (625 ILCS 5/1-131.5 new)
9    Sec. 1-131.5. In-line speed skates. A manufactured or
10assembled device consisting of an upper portion that is
11intended to be secured to a human foot, with a frame or chassis
12attached along the length of the bottom of the upper portion,
13with the frame or chassis holding 2 or more wheels that are
14longitudinally aligned and used to skate or glide by means of
15human foot and leg power while having the device attached to
16each foot or leg. The upper portion may not extend more than 2

1inches above the wearer's ankle joint.

3    Sec. 1-158. Pedestrian. Any person afoot or wearing in-line
4speed skates, including a person with a physical, hearing, or
5visual disability.

8    Sec. 11-1007. Pedestrians walking on highways. (a) Except
9as provided in subsection (e), where Where a sidewalk is
10provided and its use is practicable, it shall be unlawful for
11any pedestrian to walk along and upon an adjacent roadway.
12    (b) Except as provided in subsection (e), where Where a
13sidewalk is not available, any pedestrian walking along and
14upon a highway shall walk only on a shoulder, as far as
15practicable from the edge of the roadway.
16    (c) Except as provided in subsection (e), where Where
17neither a sidewalk nor a shoulder is available, any pedestrian
18walking along and upon a highway shall walk as near as
19practicable to an outside edge of a roadway, and, if on a
20two-way roadway, shall walk only on the left side of the
21roadway.
22    (d) Except as otherwise provided in this Chapter, any
23pedestrian upon a roadway shall yield the right-of-way to all
24vehicles upon the roadway.

1    (e) In municipalities with a population of under 2,000,000
2inhabitants, upon highways where the maximum posted speed limit
3is 45 miles per hour or less, and during the period from
4sunrise to sunset, a pedestrian who is 18 years of age or older
5and wearing in-line speed skates may travel upon the roadway as
6near as practicable to an outside edge of the roadway.
7Pedestrians wearing in-line speed skates upon a roadway may not
8impede or obstruct other vehicular traffic. Pedestrians
9wearing in-line speed skates shall be subject to all other
10rights and duties under this Article X. Nothing in this Code
11shall be construed to prevent a pedestrian wearing in-line
12speed skates from using a lane designated for bicycles.
