AMENDMENT TO SENATE BILL 2293

2    AMENDMENT NO. ______. Amend Senate Bill 2293 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The State Finance Act is amended by adding
5Sections 5.786, 5.787, 6z-87, and 6z-88 as follows:
 
6    (30 ILCS 105/5.786 new)
7    Sec. 5.786. The Illinois State Crime Stoppers Association
8Fund.
 
9    (30 ILCS 105/5.787 new)
10    Sec. 5.787. The After-School Rescue Fund.
 
11    (30 ILCS 105/6z-87 new)
12    Sec. 6z-87. Illinois State Crime Stoppers Association
13Fund. The Illinois State Crime Stoppers Association Fund is
14created as a special fund in the State treasury. Subject to

1appropriation, the Fund shall be used by the Criminal Justice
2Information Authority to make grants to the Illinois State
3Crime Stoppers Association to enhance and develop Crime
4Stoppers programs in Illinois.
 
5    (30 ILCS 105/6z-88 new)
6    Sec. 6z-88. After-School Rescue Fund; creation. The
7After-School Rescue Fund is created as a special fund in the
8State treasury. Moneys in the Fund shall be used by the
9Illinois State Board of Education for the making of grants to
10at-risk schools for the promotion of extracurricular and
11after-school programs.
 
12    Section 10. The Illinois Income Tax Act is amended by
13adding Sections 507YY and 507ZZ as follows:
 
14    (35 ILCS 5/507YY new)
15    Sec. 507YY. Crime Stoppers checkoff. For taxable years
16ending on or after December 31, 2011, the Department shall
17print, on its standard individual income tax form, a provision
18indicating that, if the taxpayer wishes to contribute to the
19Illinois State Crime Stoppers Association Fund, as authorized
20by this amendatory Act of the 97th General Assembly, then he or
21she may do so by stating the amount of the contribution (not
22less than $1) on the return and indicating that the
23contribution will reduce the taxpayer's refund or increase the

1amount of payment to accompany the return. The taxpayer's
2failure to remit any amount of the increased payment reduces
3the contribution accordingly. This Section does not apply to
4any amended return.
 
5    (35 ILCS 5/507ZZ new)
6    Sec. 507ZZ. After-School Rescue Fund checkoff. For taxable
7years ending on or after December 31, 2011, the Department must
8print on its standard individual income tax form a provision
9(i) indicating that if the taxpayer wishes to contribute to the
10After-School Rescue Fund, as authorized by this amendatory Act
11of the 97th General Assembly, he or she may do so by stating
12the amount of the contribution (not less than $1) on the return
13and (ii) stating that the contribution will reduce the
14taxpayer's refund or increase the amount of payment to
15accompany the return. Failure to remit any amount of increased
16payment shall reduce the contribution accordingly. This
17Section does not apply to any amended return.
 
18    Section 99. Effective date. This Act takes effect upon
19becoming law.".
