1    AN ACT concerning health.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Article may be cited as the
5Comprehensive Healthcare Workforce Planning Act.
 
6    Section 5. Definitions. As used in this Act:
7    "Council" means the State Healthcare Workforce Council
8created by this Act.
9    "Department" means the Department of Public Health.
 
10    Section 10. Purpose. Implementation of this Act is entirely
11subject to the availability and appropriation of funds from
12federal grant money applied for by the Department of Public
13Health. The State Healthcare Workforce Council is hereby
14established to provide an ongoing assessment of healthcare
15workforce trends, training issues, and financing policies, and
16to recommend appropriate State government and private sector
17efforts to address identified needs. The work of the Council
18shall focus on: healthcare workforce supply and distribution;
19cultural competence and minority participation in health
20professions education; primary care training and practice; and
21data evaluation and analysis. The Council shall work in
22coordination with the State Health Improvement Plan

1Implementation Coordination Council to ensure alignment with
2the State Health Improvement Plan.
 
3    Section 15. Members.
4    (a) The following 10 persons or their designees shall be
5members of the Council: the Director of the Department; a
6representative of the Governor's Office; the Secretary of Human
7Services; the Directors of the Departments of Commerce and
8Economic Opportunity, Employment Security, Financial and
9Professional Regulation, and Healthcare and Family Services;
10and the executive director of the Illinois Board of Higher
11Education, the President of the Illinois Community College
12Board, and the State Superintendent of Education.
13    (b) The Governor shall appoint 8 additional members, who
14shall be healthcare workforce experts, including
15representatives of practicing physicians, nurses, pharmacists,
16and dentists, State and local health professions
17organizations, schools of medicine and osteopathy, nursing,
18dental, allied health, and public health; public and private
19teaching hospitals; health insurers, business; and labor. The
20Speaker of the Illinois House of Representatives, the President
21of the Illinois Senate, the Minority Leader of the Illinois
22House of Representatives, and the Minority Leader of the
23Illinois Senate may each appoint 2 representatives to the
24Council. Members appointed under this subsection (b) shall
25serve 4-year terms and may be reappointed.

1    (c) The Director of the Department shall serve as Chair of
2the Council. The Governor shall appoint a healthcare workforce
3expert from the non-governmental sector to serve as Vice-Chair.
 
4    Section 20. Five-year comprehensive healthcare workforce
5plan.
6    (a) Every 5 years, the Department, in cooperation with the
7Council, shall prepare a comprehensive healthcare workforce
8plan.
9    (b) The comprehensive healthcare workforce plan shall
10include, but need not be limited to, the following:
11        (1) 25-year projections of the demand and supply of
12    health professionals to meet the needs of healthcare within
13    the State.
14        (2) The identification of all funding sources for which
15    the State has administrative control that are available for
16    health professions training.
17        (3) Recommendations on how to rationalize and
18    coordinate the State-supported programs for health
19    professions training.
20        (4) Recommendations on actions needed to meet the
21    projected demand for health professionals over the 25 years
22    of the plan.
23    (c) Each year in which a comprehensive healthcare workforce
24plan is not due, the Department, on behalf of the Council,
25shall prepare a report by July 1 of that year to the Governor

1and the General Assembly on the progress made toward achieving
2the projected goals of the current comprehensive healthcare
3workforce plan during the previous calendar year.
4    (d) The Department shall provide staffing to the Council.
 
5    Section 25. Reimbursement. The members of the Council shall
6receive no compensation but shall be entitled to reimbursement
7for any necessary expenses incurred in connection with the
8performance of their duties.
 
9    Section 99. Effective date. This Act takes effect on July
101, 2012.
