AMENDMENT TO SENATE BILL 1799

2    AMENDMENT NO. ______. Amend Senate Bill 1799, AS AMENDED,
3with reference to page and line numbers of House Amendment No.
42, as follows:
 
5on page 167, line 23, after "(iii)", by inserting "have
6successfully completed coursework on the psychology of, the
7identification of, and the methods of instruction for the
8exceptional child, including without limitation the learning
9disabled, (iv)"; and
 
10on page 167, line 25, by replacing "(iv)" with "(v)"; and
 
11on page 188, immediately below line 3, by inserting the
12following:
13            "(F) Special education endorsement. A special
14        education endorsement in one or more areas shall be
15        affixed to a Professional Educator License for any

1        individual that meets those requirements established
2        by the State Board of Education in rules. Special
3        education endorsement areas shall include without
4        limitation the following:
5                (i) Learning Behavioral Specialist I;
6                (ii) Learning Behavior Specialist II;
7                (iii) Speech Language Pathologist;
8                (iv) Blind or Visually Impaired;
9                (v) Deaf-Hard of Hearing; and
10                (vi) Early Childhood Special Education.
11        Notwithstanding anything in this Code to the contrary,
12        the State Board of Education, in consultation with the
13        State Educator Preparation and Licensure Board, may
14        add additional areas of special education by rule.";
15        and
 
16on page 188, line 4, by replacing "(F)" with "(G)"; and
 
17on page 188, line 19, by replacing "(F)" with "(G)"; and
 
18by replacing line 23 on page 207 through line 1 on page 208
19with the following:
20    "Any individual who, on or after July 1, 2012, has been
21issued a Master Certificate pursuant to Section 21-2 of this
22Code or a National Board for Professional Teaching Standards
23designation on a Professional Educator License pursuant to this

1Section may work as a teacher only in an area for which he or
2she holds the required Illinois endorsement. Any individual
3who, prior to June 30, 2012, has been issued an endorsement for
4a particular area on a Master Certificate may work as a teacher
5in that area even without having been issued the required
6Illinois endorsement."; and
 
7on page 218, lines 18 and 19, by replacing "this amendatory Act
8of the 97th General Assembly" with "Public Act 96-431"; and
 
9on page 219, by replacing lines 21 through 23 with the
10following:
11"this Article has been convicted of attempting to commit,
12conspiring to commit, soliciting, or committing first degree";
13and
 
14on page 219, line 24, by replacing "murder," with "murder"; and
 
15on page 238, by deleting line 17; and
 
16on page 238, line 22, by deleting "21-28,".
