SYNOPSIS AS INTRODUCED:
 
105 ILCS 5/21-0.01

    Amends the Teacher Certification Article of the School Code. Provides that the State Board of Education, in consultation with the State Teacher Certification Board, shall have the power and authority to sanction teacher and administrator preparation programs, maintain a system of certification testing aligned with standards determined by the State Board of Education, and establish a code of ethics for all educators. Effective July 1, 2011.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by changing Section
521-0.01 as follows:
 
6    (105 ILCS 5/21-0.01)
7    Sec. 21-0.01. Powers after January 1, 1998. Beginning on
8January 1, 1998 and thereafter, the State Board of Education,
9in consultation with the State Teacher Certification Board,
10shall have the power and authority to do all of the following:
11        (1) set standards for teaching, supervising, or
12    holding other certificated employment in the public
13    schools, and administer the certification process as
14    provided in this Article; provided, however, that the State
15    Teacher Certification Board shall be solely responsible
16    for the renewal of Standard Teaching Certificates as
17    provided in Sections 21-2 and 21-14 of this Code;
18        (2) approve, and evaluate, and sanction teacher and
19    administrator preparation programs;
20        (3) enter into agreements with other states relative to
21    reciprocal approval of teacher and administrator
22    preparation programs;
23        (4) establish standards for the issuance of new types

1    of certificates; and
2        (4.5) maintain a system of certification testing
3    aligned with standards determined by the State Board of
4    Education;
5        (4.10) establish a code of ethics for all educators;
6    and
7        (5) take such other action relating to the improvement
8    of instruction in the public schools through teacher
9    education and professional development and that attracts
10    qualified candidates into teacher training programs as is
11    appropriate and consistent with applicable laws.

13    Section 99. Effective date. This Act takes effect July 1,
