AMENDMENT TO SENATE BILL 541

AMENDMENT NO. ______. Amend Senate Bill 541 by replacing everything after the enacting clause with the following:

"Section 5. The Counties Code is amended by adding Section 5-1133 as follows:

(55 ILCS 5/5-1133 new)

Sec. 5-1133. Reporting of information to the county board. If at least half of the members of the governing board of a unit of local government or agency are appointed by the chairman of the county board with the advice and consent of the county board, then the county board, by ordinance, may require the unit of local government or agency to provide the county with detailed financial information, budget information and status, and its employment policies, including but not limited to personnel contracts, in the manner and with the frequency specified by the ordinance. The ordinance may require the unit of local government or agency to immediately disclose to the county any internal finding of non-compliance with any federal or State regulation or any allegation of criminal activity involving the unit of local government or agency.

Section 99. Effective date. This Act takes effect upon becoming law.".
