| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives wish to honor Representative Rosemary Mulligan | 4 | | on her service and accomplishments in the General Assembly and | 5 | | to congratulate her on her retirement from serving the people | 6 | | of northwest suburban Cook County in the 65th District | 7 | | (formerly 55th District); and | 8 | | WHEREAS, Representative Mulligan was born and raised in | 9 | | Chicago, moved with her family to Park Ridge in 1955, and then | 10 | | moved to Des Plaines when she married; and | 11 | | WHEREAS, Representative Mulligan earned her A.A.S. degree | 12 | | in Legal Technology from Harper College in Palatine in 1982, | 13 | | was a recipient of a 4-year scholarship from Illinois State | 14 | | University in Normal, and received further education at the | 15 | | Illinois Institute for Continuing Legal Education; and | 16 | | WHEREAS, Representative Mulligan, first elected in 1992, | 17 | | has become, during her 20 years in the Illinois House, a leader | 18 | | on State budget issues (particularly human services | 19 | | appropriations), family issues, health care, and early | 20 | | childhood education; and | 21 | | WHEREAS, Representative Mulligan is the first Des Plaines |

| 1 | | resident to serve in the Illinois House of Representatives; and | 2 | | WHEREAS, Representative Mulligan is recognized for her | 3 | | expertise in prescription drug problems, compulsive gambling, | 4 | | health insurance coverage and reforms, welfare-to-work, and | 5 | | victims' rights; and | 6 | | WHEREAS, Some of Representative Mulligan's key | 7 | | accomplishments include passage of a bill making female genital | 8 | | mutilation illegal in Illinois, the establishment of the | 9 | | veterans' scratch-off lottery card to fund veteran's programs | 10 | | in Illinois, her most recent bill to allow for an income tax | 11 | | check-off to help pay for prosthesis replacements for veterans, | 12 | | funding for fighting the flooding issues in the Des Plaines | 13 | | River area, programs to fight compulsive gambling and other | 14 | | addictions, transportation issues including the S-curve in Des | 15 | | Plaines, and working with former Mayor Paul Jung and former | 16 | | State Rep. Carolyn Krause; and | 17 | | WHEREAS, Representative Mulligan has served as majority | 18 | | chair or minority spokesperson of the Illinois House Human | 19 | | Services Appropriations Committee for 17 of her 20 years in the | 20 | | General Assembly; and | 21 | | WHEREAS, Representative Mulligan has served on many | 22 | | committees throughout her time in the General Assembly, |

| 1 | | including the Joint Committee on Administrative Rules, the | 2 | | Access to Federal Funding Committee (minority spokesperson), | 3 | | the Appropriations for Elementary & Secondary Education | 4 | | Committee, the Appropriations for Human Services Committee | 5 | | (minority spokesperson), the Business & Occupational Licenses | 6 | | Committee, Health Care Availability & Accessibility, Health | 7 | | Care Licenses, and the Medicaid Reform, Family & Children | 8 | | Services Committee (minority spokesperson); and | 9 | | WHEREAS, Representative Mulligan has served on numerous | 10 | | other task forces and committees, including the Illinois | 11 | | Discharged Service Member Task Force, the Governor's Senior | 12 | | Pharmaceutical Assistance Review Committee, the Joint Task | 13 | | Force on Immigrant Issues, the Early Intervention Task Force, | 14 | | the Elder Abuse Task Force, and the Illinois Workforce | 15 | | Investment Board; and | 16 | | WHEREAS, Representative Mulligan was chosen and served the | 17 | | Women's Political and Economic Leadership Conferences in | 18 | | Northern Ireland and London in 1999; she was also a delegate to | 19 | | Israel and was the program chair for the White House Women's | 20 | | Economic Leadership Summit in 1997; and | 21 | | WHEREAS, Representative Mulligan additionally served on | 22 | | the Citizens Council on Children, the Illinois Clemency Project | 23 | | for Battered Women, the National Advisory Council of the |

| 3 | | WHEREAS, Representative Mulligan has received numerous | 4 | | awards and honors and was named "One of the Top 100 Women | 5 | | Making A Difference" by Today's Chicago Woman; and

| 16 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 17 | | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 18 | | we honor Representative Rosemary Mulligan on her time and | 19 | | accomplishments in the Illinois House; and be it further
