1    AN ACT concerning safety.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Solid Waste Management Act is
5amended by adding Section 10 as follows:
 
6    (415 ILCS 20/10 new)
7    Sec. 10. The Task Force on the Advancement of Materials
8Recycling.
9    (a) The Task Force on the Advancement of Materials
10Recycling is hereby created to review the status of recycling
11and solid waste management planning in Illinois. The goal of
12the Task Force is to investigate and provide recommendations
13for expanding waste reduction, recycling, reuse, and
14composting in Illinois in a manner that protects the
15environment, as well as public health and safety, and promotes
16economic development.
17    The Task Force's review shall include, but not be limited
18to, the following topics: county recycling and waste management
19planning; current and potential policies and initiatives in
20Illinois for waste reduction, recycling, composting, and
21reuse; funding for State and local oversight and regulation of
22solid waste activities; funding for State and local support of
23projects that advance solid waste reduction, recycling, reuse,

1and composting efforts; and the proper management of household
2hazardous waste. The review shall also evaluate the extent to
3which materials with economic value are lost to landfilling,
4and it shall also recommend ways to maximize the productive use
5of waste materials through efforts such as materials recycling
6and composting.
7    (b) The Task Force on the Advancement of Materials
8Recycling shall consist of the following 21 members appointed
9as follows:
10        (1) four legislators, appointed one each by the
11    President of the Senate, the Minority Leader of the Senate,
12    the Speaker of the House of Representatives, and the
13    Minority Leader of the House of Representatives;
14        (2) the Director of the Illinois Environmental
15    Protection Agency, or his or her representative;
16        (3) the Director of Commerce and Economic Opportunity,
17    or his or her representative;
18        (4) two persons appointed by the Director of Commerce
19    and Economic Opportunity to represent local governments;
20        (5) two persons appointed by the Director of the
21    Illinois Environmental Protection Agency to represent a
22    local solid waste management agency;
23        (6) two persons appointed by the Director of the
24    Illinois Environmental Protection Agency to represent the
25    solid waste management industry;
26        (7) one person appointed by the Director of Commerce

1    and Economic Opportunity to represent non-profit
2    organizations that provide recycling services;
3        (8) one person appointed by the Director of Commerce
4    and Economic Opportunity to represent recycling collection
5    and processing services;
6        (9) one person appointed by the Director of Commerce
7    and Economic Opportunity to represent construction and
8    demolition debris recycling services;
9        (10) one person appointed by the Director of Commerce
10    and Economic Opportunity to represent organic composting
11    services;
12        (11) one person appointed by the Director of Commerce
13    and Economic Opportunity to represent general recycling
14    interests;
15        (12) one person appointed by the Director of the
16    Illinois Environmental Protection Agency to represent
17    environmental interest groups;
18        (13) one person appointed by the Director of Commerce
19    and Economic Opportunity to represent environmental
20    interest groups;
21        (14) one person appointed by the Director of the
22    Illinois Environmental Protection Agency to represent a
23    statewide manufacturing trade association; and
24        (15) one person appointed by the Director of the
25    Illinois Environmental Protection Agency to represent a
26    statewide business association.

1    (c) The Directors of Commerce and Economic Opportunity and
2the Illinois Environmental Protection Agency, or their
3representatives, shall co-chair and facilitate the Task Force.
4    (d) The members of the Task Force shall be appointed no
5later than 90 days after the effective date of this amendatory
6Act of the 97th General Assembly. The members of the Task Force
7shall not receive compensation for serving as members of the
8Task Force.
9    (e) The Task Force shall seek assistance from the Illinois
10Department of Central Management Services, the Illinois Green
11Economy Network, and the Illinois Green Governments
12Coordinating Council to help facilitate the Task Force, using
13technology, such as video conferencing and meeting space, with
14the goal of reducing costs and greenhouse gas emissions
15associated with travel.
16    (f) The Task Force shall prepare a report that summarizes
17its work and makes recommendations resulting from its study,
18and it shall submit a report of its findings and
19recommendations to the Governor and the General Assembly no
20later than 2 years after the effective date of this amendatory
21Act of the 97th General Assembly.
22    (g) The Task Force, upon issuing the report described in
23subsection (f) of this Section, is dissolved and this Section
24is repealed.
