AMENDMENT TO HOUSE BILL 2084

2    AMENDMENT NO. ______. Amend House Bill 2084 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Mental Health and Developmental
5Disabilities Administrative Act is amended by adding Section
618.6 as follows:
 
7    (20 ILCS 1705/18.6 new)
8    Sec. 18.6. Mental Health Services Strategic Planning Task
9Force.
10    (a) Task Force. The Mental Health Services Strategic
11Planning Task Force is created.
12    (b) Meeting. The Task Force shall be appointed and hold its
13first meeting within 90 days after the effective date of this
14amendatory Act of the 97th General Assembly.
15    (c) Composition. The Task Force shall be comprised of the
16following members:

1        (1) Three members of the Senate appointed by the
2    President of the Senate and 3 members of the Senate
3    appointed by the Minority Leader of the Senate.
4        (2) Three members of the House of Representatives
5    appointed by the Speaker of the House of Representatives
6    and 3 members of the House of Representatives appointed by
7    the Minority Leader of the House of Representatives.
8        (3) One representative of the Division of Mental Health
9    within the Department of Human Services.
10        (4) One representative of the Department of Healthcare
11    and Family Services.
12        (5) One representative of the Bureau of Long Term Care
13    within the Department of Public Health.
14        (6) Six representatives of the mental health providers
15    and community stakeholders selected from names submitted
16    by associates representing the various types of providers.
17        (7) One representative of consumers of mental health
18    services.
19    (d) Duty. The Task Force shall meet with the Office of the
20Governor and the appropriate legislative committees on mental
21health to develop a 5-year comprehensive strategic plan for the
22State's mental health services. The plan shall address the
23following topics:
24        (1) Provide sufficient home and community-based
25    services to give consumers real options in care settings.
26        (2) Improve access to care.

1        (3) Reduce regulatory redundancy.
2        (4) Maintain financial viability for providers in a
3    cost-effective manner to the State.
4        (5) Ensure care is effective, efficient, and
5    appropriate regardless of the setting in which it is
6    provided.
7        (6) Ensure quality of care in all care settings via the
8    use of appropriate clinical outcomes.
9        (7) Ensure hospitalizations and institutional care,
10    when necessary, is available to meet demand now and in the
11    future.
12    (e) The Task Force shall work in conjunction with the
13Department of Human Services' Division of Developmental
14Disabilities to ensure effective treatment for those dually
15diagnosed with both mental illness and developmental
16disabilities.
17    (f) Compensation. Members of the Task Force shall not
18receive compensation nor reimbursement for necessary expenses
19incurred in performing the duties associated with the Task
20Force.
21    (g) Reporting. The Task Force shall present its plan to the
22Governor and the General Assembly no later than 18 months after
23the effective date of the amendatory Act of the 97th General
24Assembly. The Task Force shall convene quarterly meetings to
25monitor progress, review outcomes, and make ongoing
26recommendations during the implementation of the 5-year

1strategic plan.
2    (h) Administrative support. The Department of Human
3Services shall provide administrative and staff support to the
4Task Force.
 
5    Section 99. Effective date. This Act takes effect upon
6becoming law.".
