SYNOPSIS AS INTRODUCED:
 
15 ILCS 205/6.8 new

    Amends the Attorney General Act. Requires that the Attorney General create a form for agencies to list the number of cameras that they own or have access to and to post that form on its official Internet website. Provides that the Attorney General must post on its website a list of agencies that own or have access to cameras and the number of cameras that each agency owns or has access to. Defines "camera" and "agency".

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Attorney General Act is amended by adding
5Section 6.8 as follows:
 
6    (15 ILCS 205/6.8 new)
7    Sec. 6.8. Surveillance Cameras.
8    (a) By July 1, 2012, the Office of the Attorney General
9must (i) create a form for agencies to list the number of
10cameras that they own or have access to and (ii) post that form
11on the Attorney General's official Internet website.
12    (b) By December 31, 2012 and each December 1 thereafter,
13each agency that owns or has access to a camera shall provide
14to the Attorney General the following: (i) the completed form
15described in subsection (a) and (ii) a copy of any written
16regulations, polices, or ordinances adopted by the agency that
17address cameras for the purpose of protecting the privacy or
18other civil liberties and rights of the general public.
19    (c) By July 1, 2013 and each July 1 thereafter, the
20following information must be posted on the Attorney General's
21official Internet website for the prior calendar year: (i) any
22documents provided by an agency under subsection (b) and (ii) a
23list of agencies that own or have access to cameras and the

1number of cameras that each agency owns or has access to.
2    (d) For the purposes of this Section, "access" means
3real-time access to images from a camera.
4    For the purposes of this Section, "agency" means all units
5of government, including, but not limited to, the departments,
6boards, bureaus, committees, commissions, or any another
7subdivision of a State agency, unit of local government, public
8university or college, school district, or any other political
9entity.
10    For the purposes of this Section, "camera" means any video
11surveillance camera that is located outdoors or within a public
12transit system. The term does not include a camera used
13principally to enforce traffic laws.
