AMENDMENT TO HOUSE BILL 1547

2    AMENDMENT NO. ______. Amend House Bill 1547 by replacing
3everything after the enacting clause with the following:
 
4    "Section 1. Short title. This Act may be cited as the
5Commission to End the Disparities Facing the African-American
6Community Act.
 
7    Section 5. Commission; creation; members. There is created
8a Commission to End the Disparities Facing the African-American
9Community, to consist of members as follows:
10        (1) 2 members of the Senate appointed by the Senate
11    President, one of whom the President shall designate to
12    serve as co-chair, and 2 members of the Senate appointed by
13    the Minority Leader of the Senate;
14        (2) 2 members of the House of Representatives appointed
15    by the Speaker of the House of Representatives, one of whom
16    the Speaker shall designate to serve as co-chair, and 2

1    members of the House of Representatives appointed by the
2    Minority Leader of the House of Representatives;
3        (3) the following Illinois officials or their
4    designees:
5            (i) the Director of Human Services,
6            (ii) the Director of Healthcare and Family
7        Services,
8            (iii) the Director of Children and Family
9        Services,
10            (iv) the Director of Public Health,
11            (v) the Director of Aging,
12            (vi) the Director of Labor,
13            (vii) the Director of Employment Security,
14            (viii) the Director of Commerce and Economic
15        Opportunity,
16            (ix) the State Superintendent of Education,
17            (x) the Executive Director of the Board of Higher
18        Education,
19            (xi) the Director of Corrections,
20            (xii) the Director of Juvenile Justice, and
21            (xiii) the Executive Director of the Illinois
22        African-American Family Commission; and
23        (4) up to 10 persons, named by the co-chairs,
24    representing African-American communities within Illinois
25    in the areas of healthcare, healthcare services,
26    employment, education, criminal justice, housing, and

1    other interested parties.
 
2    Section 10. Compensation; support. The members of the
3Commission shall serve without compensation. The Jane Addams
4College of Social Work at the University of Illinois at Chicago
5shall provide staff and administrative support services to the
6Commission. Other academic, civic, and not-for-profit
7organizations may be called on to assist as determined by the
8Commission.
 
9    Section 15. Meetings; report. The Commission shall:
10        (1) research the disparities facing African-Americans
11    in the areas of healthcare, healthcare services,
12    employment, education, criminal justice, housing, and
13    other social and economic issues;
14        (2) hold one or more public hearings, at which public
15    testimony shall be heard; and
16        (3) report its findings and specific recommendations
17    to the General Assembly on or before December 31, 2013,
18    after which the Commission shall dissolve.
 
19    Section 95. Repeal. This Act is repealed on July 1, 2014.
 
20    Section 99. Effective date. This Act takes effect upon
21becoming law.".
