2 AMENDMENT NO. ______. Amend Senate Bill 3566 on page 4,
3 line 20, after "Act." by inserting the following:

4 "For purposes of this Act, abusive conduct shall not include
5 the expression of religious or moral views or any speech
6 protected by the federal and State Constitutions.".
