SYNOPSIS AS INTRODUCED:
 
105 ILCS 5/2-3.148 new
105 ILCS 5/10-20.46 new
105 ILCS 5/34-18.37 new

    Amends the School Code. Requires school districts to annually submit to the State Board of Education an itemized salary compensation report for every certificated employee in the district, including teachers, administrators, and the district superintendent. Sets forth what the salary compensation report must include. Provides that in a school compensation report, the State Board of Education shall make available to all parents, taxpayers, the Governor, and the General Assembly, every school district's salary compensation report on the State Board's Internet website. Provides that the school compensation report shall be an index of school compensation measured against statewide and local compensations and shall provide information to make prior year comparisons. Provides that the school compensation report shall be prepared by the State Board and provided to school districts by the most efficient, economic, and appropriate means. Effective immediately.

1     AN ACT concerning education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The School Code is amended by adding Sections
5 2-3.148, 10-20.46, and 34-18.37 as follows:
 
6     (105 ILCS 5/2-3.148 new)
7     Sec. 2-3.148. School compensation report. In a school
8 compensation report, the State Board of Education shall make
9 available to all parents, taxpayers, the Governor, and the
10 General Assembly, every school district's salary compensation
11 report under Sections 10-20.46 and 34-18.37 of this Code on the
12 State Board's Internet website. The school compensation report
13 shall be an index of school compensation measured against
14 statewide and local compensations and shall provide
15 information to make prior year comparisons. The school
16 compensation report shall be prepared by the State Board and
17 provided to school districts by the most efficient, economic,
18 and appropriate means.

20     Sec. 10-20.46. Salary compensation report. On or before
21 October 1 of each year, each school district in this State,
22 including special charter districts, shall annually submit to

1 the State Board of Education an itemized salary compensation
2 report for every certificated employee in the district,
3 including teachers, administrators, and the district
4 superintendent. The salary compensation report shall include
5 without limitation base salary, bonuses, pension
6 contributions, retirement increases, the cost of health
7 insurance, the cost of life insurance, paid sick and vacation
8 day payouts, annuities, and any other form of compensation or
9 income paid on behalf of the employee.
10     This report shall be presented at a regular school board
11 meeting, subject to applicable notice requirements, and posted
12 on the school district's Internet website. In addition, each
13 school district shall submit the completed report to the office
14 of the district's regional superintendent of schools, which
15 shall make copies available to any individual requesting them.

17     Sec. 34-18.37. Salary compensation report. On or before
18 October 1 of each year, the school district shall annually
19 submit to the State Board of Education an itemized salary
20 compensation report for every certificated employee in the
21 district, including teachers, administrators, and the general
22 superintendent of schools. The salary compensation report
23 shall include without limitation base salary, bonuses, pension
24 contributions, retirement increases, the cost of health
25 insurance, the cost of life insurance, paid sick and vacation

3     This report shall be presented at a regular board meeting,
4 subject to applicable notice requirements, and posted on the
5 school district's Internet website. In addition, the board
6 shall make copies of the completed report available to any
7 individual requesting them.
 
8     Section 99. Effective date. This Act takes effect upon
9 becoming law.
