| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives are pleased to honor and congratulate Joyce | 4 | | Dugan upon the occasion of her departure from Uptown United and | 5 | | for her years of tireless service to the community; and | 6 | | WHEREAS, Joyce Dugan was born in the City of Chicago and | 7 | | lived in both California and Connecticut before returning to | 8 | | Illinois, where she attended and graduated from Northwestern | 9 | | University; and | 10 | | WHEREAS, Joyce Dugan immediately became engaged in a | 11 | | successful career in some of Chicago's leading real estate, | 12 | | legal, and banking firms, including Jenner and Block, | 13 | | Continental Bank (where she was an Officer), and as Managing | 14 | | Director of The Balcor Company; and | 15 | | WHEREAS, Joyce Dugan decided to leave a successful career | 16 | | in private enterprise and devote her life to public service, | 17 | | community building, and the use of her skills and talents to | 18 | | assist her neighborhood and those who faced struggles and | 19 | | challenges within their lives; and | 20 | | WHEREAS, Joyce Dugan worked for many years as Assistant to | 21 | | Alderman Mary Ann Smith of Chicago's 48th Ward, enhancing |

| 1 | | community and economic development, fostering collaboration | 2 | | and cooperation between diverse groups and service providers, | 3 | | and improving the general health, safety, and sustainability of | 4 | | the neighborhoods she loves; and | 5 | | WHEREAS, Joyce Dugan later assumed the role of President | 6 | | and Chief Executive Officer of Uptown United in 2002, playing a | 7 | | key leadership role in the life of the entire Uptown community | 8 | | and spearheading projects such as the redevelopment of the 4619 | 9 | | N. Broadway Building, the establishment of Special Service Area | 10 | | #34, and the creation of Uptown's Community Development | 11 | | Guidelines; and | 12 | | WHEREAS, Despite the rigorous demands of her private and | 13 | | professional lives, Joyce Dugan always participated in key | 14 | | volunteer leadership roles in organizations such as Sarah's | 15 | | Circle, helping women in need rebuild their lives, and the | 16 | | Community Counseling Centers of Chicago, helping youth and | 17 | | families in their struggles with mental health and substance | 18 | | abuse issues, and where she currently serves as Board | 19 | | Chairperson; and
| 20 | | WHEREAS, Joyce has announced her departure as President and | 21 | | CEO of Uptown United as she and her husband of 24 years, Tim | 22 | | Dugan, continue to be active in the Edgewater and Uptown | 23 | | communities of Chicago; and |

| 5 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 6 | | NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | 7 | | congratulate Joyce Dugan upon the occasion of her departure and | 8 | | wish her continued success and happiness in the future; and be | 9 | | it further
