AMENDMENT TO HOUSE JOINT RESOLUTION 45

2     AMENDMENT NO. ___. Amend House Joint Resolution 45 by
3 replacing everything after page 1, line 1 with the following:
 
4     "WHEREAS, The Chicago Chapter of the United States Green
5 Building Council (USGBC), in cooperation with civic and
6 corporate partners, has announced a project to help 3 Illinois
7 public schools (one in Chicago, one in the suburbs, and one
8 downstate) achieve certification under the USGBC's Leadership
9 in Energy and Environmental Design (LEED) standard for existing
10 buildings; and
 
11     WHEREAS, The LEED building rating system provides
12 standards for environmentally sustainable construction; and
 
13     WHEREAS, Thousands of buildings throughout the United
14 States and other countries have become LEED certified; and

1     WHEREAS, This project will cover all of the additional
2 costs of achieving LEED certification and will provide
3 resources to project schools to allow them to determine how to
4 shift costs from materials and services that negatively impact
5 the environment toward those that improve the environment; and
 
6     WHEREAS, This project provides a model for a statewide
7 campaign to transform every existing Illinois public school
8 into a green school so that within a generation every child in
9 Illinois can attend a green school; therefore, be it
 
10     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
11 NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
12 SENATE CONCURRING HEREIN, that a Task Force shall be created to
13 investigate how to retrofit 3 public schools in the State of
14 Illinois to achieve LEED certification; and be it further
 
15     RESOLVED, That the Task Force shall be composed of one
16 individual appointed by the Chair of the Chicago Chapter of the
17 USGBC, who shall serve as the Chair of the Task Force; one
18 individual appointed by the Director of Commerce and Economic
19 Opportunity; one individual appointed by the Executive
20 Director of the Capital Development Board; one individual,
21 appointed by the Governor, from the Illinois Green Government
22 Coordinating Council; one individual appointed by the State
23 Superintendent of Education; one individual appointed by the

1 Speaker of the Illinois House of Representatives; one
2 individual appointed by the Minority Leader of the Illinois
3 House of Representatives; one individual appointed by the
4 President of the Illinois Senate; and one individual appointed
5 by the Minority Leader of the Illinois Senate; and be it
6 further
 
7     RESOLVED, That the Task Force shall develop the
8 infrastructure for a statewide program coincident to the
9 USGBC's project; and be it further
 
10     RESOLVED, That the Task Force shall, in a written report
11 that is to be delivered to the General Assembly on or before
12 November 1, 2010, make findings and recommendations concerning
13 the creation and financing of a system to ensure that existing
14 public schools are retrofitted and new public schools are
15 constructed in a manner that promotes energy efficiency and
16 sustainability; and be it further
 
17     RESOLVED, That the Capital Development Board shall provide
18 administrative and other support to the Task Force; and be it
19 further
 
20     RESOLVED, That the members of the Task Force shall be
21 reimbursed for their travel expenses from appropriations to the
22 Capital Development Board available for that purpose and

1 subject to the rules of the appropriate travel control board;
2 and be it further
 
3     RESOLVED, That suitable copies of this resolution shall be
4 delivered to the Chairperson of the Chicago Chapter of the
5 USGBC, the Executive Director of the Capital Development Board,
6 the Director of Commerce and Economic Opportunity, and the
7 State Superintendent of Education.".
